Rumsfeld declined requests by FORTUNE to elaborate on his role. But ABB spokesman Bjorn Edlund has told FORTUNE that "board members were informed about this project." And other ABB officials say there is no way such a large and high-stakes project, involving complex questions of liability, would not have come to the attention of the board. "A written summary would probably have gone to the board before the deal was signed," says Robert Newman, a former president of ABB's U.S. nuclear division who spearheaded the project. "I'm sure they were aware."

FORTUNE contacted 15 ABB board members who served at the time the company was bidding for the Pyongyang contract, and all but one declined to comment. That director, who asked not to be identified, says he's convinced that ABB's chairman at the time, Percy Barnevik, told the board about the reactor project in the mid-1990s. "This was a major thing for ABB," the former director says, "and extensive political lobbying was done."

ABB, which was already building eight nuclear reactors in South Korea, had an inside track on the $4 billion U.S.-sponsored North Korea project. The firm was told "our participation is essential," recalls Frank Murray, project manager for the reactors. (He plays the same role now at Westinghouse, which was acquired by Britain's BNFL in 1999, a year before it also bought ABB's nuclear power business.) The North Korean reactors are being primarily funded by South Korean and Japanese export-import banks and supervised by KEDO, a consortium based in New York.

Even so, ABB tried to keep its involvement hush-hush. In a 1995 letter from ABB to the Department of Energy obtained by FORTUNE, the firm requested authorization to release technology to the North Koreans, then asked that the seemingly innocuous one-page letter be withheld from public disclosure. "Everything was held close to the vest for some reason," says Ronald Kurtz, ABB's U.S. spokesman. "It wasn't as public as contracts of this magnitude typically are."

Given the Republican outcry over the reactor deal, Rumsfeld's public silence is nearly deafening. "Almost any Republican was complaining about it," says Winston Lord, President Clinton's assistant secretary of state for East Asian/Pacific Affairs.

The French (allegedly French-Israeli) Nuclear program was independent (with some help from the British, but without American knowledge or consent), America's Manhattan project was actually a joint American-British project, India's nuclear program was independent as was Pakistan. Same with South Africa. Soviet Russia may have gained some information through spying on the Manhattan project, but they're program was still independent similarly I don't see how North Korea or China could have gotten Nuclear Weapons from the States either.

It's not the American government exactly, but blackmarket dealings through the weapons manufacturers, often with the knowledge of government officials.

Perhaps to say we have given ALL the nukes out there isn't correct, and I don't have the proof to back that up anyway. But the American government and it's associated industrial military complex have a long history of supplying and arming people they really shouldn't have been. Russia I'll grant was probably independent, and they probably helped China, but the others, I have my doubts. China is the biggest influence on North Korea, but I wouldn't be surprised if some of our technology has made it there.

During the Clinton administration there was some level of espionage by the Chinese we turned a blind eye to in exchange for other concessions, and given how counterproductive our so-called security is, the potential for a leak existed, but frankly I highly doubt that would have resulted in China learning anything they didn't already know by then - besides, that was mostly corporate espionage that was goin on.

And one reason you shouldn't hire Wackenhut, aka Group 4 Securicorp, to protect anything of a sensitive nature, but given their history the damn fools in question shoulda known better in the first place.

As for the Chinese and the Russians, our so-called ally in the middle east who shall not be named, was ever so happy to sell them anything they wanted in exchange for weapons and concessions - one reason anyone with half a brain would not have trusted the backstabbing bastards in the first place, but we do, and keep doing it, and keep payin for it too...

Anyhows, that's one genie I doubt anyone can stuff back in the bottle, since enough information is wilded by now that anyone with the appropriate materials can build something pretty nasty - hell, we got some nutter down the road from here who came damn close to building a functional breeder reactor.

Davie boy is a genuine mad scientist type, which isn't exactly rare around here, but he's done worse harm to himself than anyone around here would do him - let's just say if you ever want to find the guy just pull out a geiger counter, he himself is radioactive enough the standing in proximity to him ain't all that hot of an idea.

Anyhow, someone determined *enough* can build a bomb, given time and materials - the better solution is not putting folk in a situation where they feel they NEED one, which is kinda what we did with puffer-fish boy in North Korea.

For all his bluster he seems more intent on cutting a better deal for himself and getting a seat at the big boys table than actually DOING anything, but he's freakin paranoid enough to be of mild concern, a threat better addressed by making sure he's got no chance of pursuing a conventional engagement while hiding behind his nuclear "shield" than by trying to panic him into using it offensively.

South Korea, China, and Russia can prettymuch handle this matter without our ham-fisted bull in a china shop "intervention" and would obviously prefer to do so, ergo our role should simply be standing by as backup and an extra big stick if they feel such is needed, which is what a good ally does.

Actually Byte, since subtle allusion wouldn't be of any use to you not knowing the history...

The Israelis either stole, or were given by sympathetic folks in our Gov, the W88 diagrams, but were unable to produce or assemble them, and as such turned to China to do so in exchange for the information itself, and despite them sabotaging the designs before they handed em over (being that they could then put the things back together correctly when they got them) the Chinese are not stupid, and using information obtained via other means and an understanding of the basic principles, had no real problem building their own warheads soon thereafter.

As usual, once again sold out and backstabbed by our so-called allies who seem to do naught else BUT plant knives in our back at every opportunity, and yet remain the single largest recipient of US Foreign Aid, coming to about 31% of total expenditure, not including massive amounts of military hardware sold at pennies on the dollar to them, despite their long history of treachery, espionage, and even terrorism against our people.

Cases in point, and I will restrict this list to stuff they have *admitted to*-
The Lavon Affair, Pan-Am 103 and baiting us into bombing Quadaffi for it, USS Liberty incident, Urban Moving Systems, Comverse Infosystems, AMDOCS, the so-called "Art Students", and the AIPAC scandal.
(Feel free to google any of that crap, and then ponder that this is just the stuff they'll admit to!)

Believe me, Byte - if anyone else on the planet did half that crap to us, we'd be at war with them.

Anyhows, if you wanna know where China got the bomb, look no further than our so called allies and treacherous "friends" over there in Tel Aviv.

The Manhattan Project was a joint project, so you can't say Britain got it's Atomic Weapons from the US. When it came too developing Fusion Weapons (thermonuclear) the British program was entirely independent. Britain got design specifications for American weapons, only after the British thermonuclear project proved fruitful, under the US/UK mutual defence agreement of 1958.

France had help from Britain to build an atomic weapon, but this happened prior to 1958, and was atomic rather than thermonuclear. France then did benefit from technology and expertise of the Joint British-American Manhattan project, but French Weapons are still of French design and construction.

It's difficult to believe that North Korea would have been supplied with American nuclear weapons technology, for a couple of reasons. Firstly, North Korea is a communist nation, so through the entire stretch of the Cold War it was an enemy of the United States, supplying North Korea with American Nuclear technology would be the same thing as Supplying the Soviet Union with it, which makes absolutely no sense whatsoever. There's also the fact that technically the United States is at War with North Korea to this day, since the Korean War never ended, it's just in the midst of a protracted cease fire. A cease fire that is no longer in effect, since North Korea recently withdrew from it.

The fact is the hardest part of building Nuclear weapons in today's world is probably getting fissionable material, not building the weapons themselves. In fact I heard about some College Physics Student who designed a nuclear weapon, that would have worked if built and supplied with weapons grade materials, with nothing more than unclassified public texts. Nuclear weapons really aren't particularly difficult pieces of technology to build, once certain points are known.

You're probably right, but I suspect that it's down to the trend of America trying diplomacy with nuclear states, and bombs with non-nuclear ones. It sends the message that nuclear weapons are a rather vital component of national defence for anyone who isn't an American ally.

EDIT:
If Indian got technical help from anyone, it would have been the Russians, since they were aligned to the Soviet Union during the cold war. Pakistan might have received US help, as a US ally opposed to the Soviet nuclear ally India. I've seen no evidence to suggest it though, and it makes the intermittent US sanctions against Pakistan due to it's Nuclear Program, a little odd.

Yeah, what they had back in 67 was shockingly primitive, and getting their hands on the W88 like that gave em a 10-12 year jump, unfortunate, but like I said, once that genie gets out...

As for how the Izzies got it, I highly suspect that damn maniac Teller, which is kind of ironic given that he wanted Oppenheimers clearance revoked (mostly cause Oppie was too pacifist for his liking) despite him being the greater risk.

THAT jackass was another one I was tempted to go hammer a stake in when he capped it in 2003, cause he offended me on levels I can't even express in mere words.

Disclaimer: I have a *religious* objection to nuclear weapons as a whole, it's one thing to steal the fire of the gods to power our cities, which does indeed come with it's own dangerous consequences - but to me the ultimate act of blasphemy and desecration to use such a thing as a weapon against each other.
