Trump, Cuba - First Bozo gets another one wrong

President Trump announced on Friday plans to roll back parts of President Barack Obama’s policy for engaging Cuba. Americans will be restricted in taking private trips to Cuba, and group educational tours will be closely monitored to deter people from going as tourists. American companies will face heavy restrictions on doing business there.

The negative effects of turning back the clock on Cuba have been widely discussed over the past few months. Trade, agriculture, shipping, manufacturing and tourism will suffer, along with America’s efforts to control illegal immigration and drug trafficking. Even United States national security could be hurt should America’s presence be ceded to a less friendly nation.

To these, we in the arts and education world would like to add our small but insistent voice. If the United States wishes to keep influence on the island — and it does — then the path forward must be to continue the dialogue started in 2014. Silencing American arts institutions hamstrings our country’s most powerful method of soft diplomacy.

Russia and China are already deepening their ties to Cuba. President Vladimir Putin of Russia has said his country would restore the Capitol in Havana. History teaches us what happens next: In 1960, when the United States withdrew from its nearly $1 billion in investments on the island, the Soviet Union stepped in to sign a trade agreement with Havana. Fidel’s Castro’s political conversion to Communism followed soon after.

You can't force dictators. Putin? Russians suffer while he's having breakfast on 3000 year old, gold leaf china. China? Even older stuff. Sanctions don't work, forcing doesn't work. Just write the damn check already gets it done. Before the ink hits the paper we roll in The First Cheeto and see if he has any deal magic left. We give something, we get something - see? And we keep Unclear Weasels from being 90 miles off our coast. They could throw them at us from there.

From buses and trucks to a $500 million golf resort, China is deepening its business footprint in Cuba, helping the fellow Communist-run state survive a crisis in oil-benefactor Venezuela and insulate against a possible rollback of U.S. detente.

Cuban imports from China reached a record $1.9 billion in 2015, nearly 60 percent above the annual average of the previous decade, and were at $1.8 billion in 2016 as the flow of oil and cash slowed from Venezuela due to economic and political turmoil in the South American country.

China's growing presence gives its companies a head start over U.S. competitors in Cuba's opening market. It could leave the island less exposed to the chance U.S. President Donald Trump will clamp down on travel to Cuba and tighten trade restrictions loosened by his predecessor Barack Obama.

A deterioration in U.S.-China relations under Trump could also lead Beijing to dig in deeper in Cuba, some analysts say.

“If and when the Trump administration increases pressure on China ... China may decide to double down on its expanding footprint in the United States’ neighborhood,” said Ted Piccone, a Latin America analyst at the Brookings Institution think tank.

China, the world's second largest economy, sells goods to Cuba on soft credit terms. It is Cuba's largest creditor and debt is regularly restructured, though amounts and terms are considered state secrets.

While Cuba does not publish investment data, the state press has been abuzz with news of Chinese projects lately, covering infrastructure, telecoms, tourism and electronics."
