The previous President Trump resited lockdowns but then restrictions and lockdowns started happening during his Presidency. The Biden admin seems to push for lockdowns, Trump later had claimed that the British system was facing "catastrophic" results from the herd immunity strategy, something Sweden also tried but finally started to U-turn on their policy.

Spanish, German and French cities look emptied, the streets of Spanish cities where there was once business and tourism were now deserted. Spain’s highly decentralized system of administration has been replaced with direct rule from Madrid.

There are parts of Asia NOT in Lockdown, South Korea and Taiwan, which have consistently used highly organized mass testing, contact tracing, public messaging and selective quarantining to identify and selectively isolate outbreaks, Brazil also has no lockdown but it is reported to have terrible death numbers.
