This has been going on in my head a thousand times and I have to get it out. Here me out. According to the comic book 'Better Days', when Zoe admits she was a Dust Devil, she mentioned that Dust Devils were soldiers fighting soldiers who call them selves 'Peace Makers' . In the shooting script for 'Serenity', the teacher in the first scene mentions that after the war, some of the Alliance troops would be stationed as 'Peace Enforcers' on the rim planets. In the Circa History Page found in the Serenity Visual Companion, it mentions that after the war was over, Mal and Zoe were held as war criminals for holding down Serenity Valley.That they were placed in camps, but the Alliance decided to 'free' them as a show of good gesture. So was Zoe and Mal considered Dust Devils while they were holding down Serenity Valley? As Ephraim Sanda has said "...You and I both know that it doesn't become terrorism until one side wins."
If yes, then why would the Alliance send Sanda to capture them if they already been through restitution for their 'crimes'?Or a better question, why would the Alliance free them, but then decide to capture them all over again?
If it was such a high priority to capture these 'terrorists', then why didn't Commander Harken turn them in the moment he had them in interrogation (Episode Bushwack)?Why didn't Agent Dobson turn them in for being Dust Devils? Was it that both of them were focused on capturing Simon and River? That implies that getting a hold of the Tam Siblings is more important than finding Dust Devils, but if thats so, then why isn't Ephraim sent to find River as opposed to finding DDs?
Even Mal mentions in 'Serenity' that the Alliance didn't have the man power to 'enforce the peace' so they had to hire out to private firms for cashey money. So technically Dust Devils weren't even attacking the Alliance directly.

Interesting...
I'm no official when it comes to cannon, but here's my take on it:

After Serenity Valley, Mal & Zoe are captured and held as POWs (the war wasn't over yet. Serenity Valley was the point that marked the inevitability of the Alliance victory).
After the war, a general amnesty was granted as both a show of good will, and a way to not have to keep most of the rim under guard & fed. Mal & Zoe are now in the clear.

Zoe gets it in her head to be a Dust Devil. She is now a terrorist.

Zoe falls in with Mal again at some point & gives up being a DD.

I figure Zoe being a Dust Devil just isn't that well known, at least officially. Yes, she's suspected of doing a few naughty things, but so is everyone else that had been an Independent that was nearby when the Dust Devils struck. Depending on where the attacks occurred, maybe noone was even directly questioned. (Not many folk in Iraq / Afghanistan getting questioned when an IED goes off)
A few folk (that had friends or relations blown to bits) may have some almost evidence (every time one of these attacks occurred, Zoe was in town, or had been in town, or someone matching her description had been seen near town or...) that isn't good enough to get the Alliance to put out a warrant, but may have gotten a bounty put on her head.

Just a thought.

May have been the losing side. Still not convinced it was the wrong one.


I think that FlatTop has the right of it. Zoe become a Dust Devil after she was released from the Alliance POW camp. Mal did not know Zoe had been a Dust Devil and like the Alliance officer I figured if anyone were a DD it would be Mal. Surprised me it was Zoe and that she had done it without Mal.

Sure would like to get some back story on what the two of them did after their release from the camp.

But it still doesn't make any sense why the Allaince would still care. I mean, yeah, Dust Devils killed a number of people , but the war itself killed millions of people. Zoe and Mal were the only ones who made it out of their battalion alive. So technically the war isn't over.
