True, WB for example. But a network for whom 2-4 million viewers was enough wouldn't have given Joss US$12million to make the pilot, nor US$2million per ep for an unproven show with no name stars (I'm sure WB was giving Joss > $2Meg for the latter seasons of Buffy, but I'm also sure most of that went to the cast).
