What? No Sisko? Or will there be a Sisko vs. Sheridan vs. Sinclair thread later :-)

Romance: how on Earth does Janeway beat Picard on Romance? Her only real romantic interest (unless you count Q) ended up hitched to Seven of Nine. ISTR Picard having a couple of romantic entanglements (even assuming his history with Guinan was entirely platonic) and eventually landed Dr Crusher (wibbly-wobbly timey-wimey issues aside).

Ego: I'd also put Janeway at 8-9 on the ego scale, and Picard a bit lower - he had an easily-offended sense of dignity but that's not quite the same as self-importance.

Intelligence: Come on... Picard by a mile - the only captain to get by without a Vulcan sidekick to do the heavy mental lifting.

Sorry about the Sisko issue.

I left him out for two reasons

1. I haven't watched the entire run of DS9.
2. Based on what I watched, he is a very good decision maker, but DS9 is drifts just a tad too far from "traditional" Trek.

Katerina Mueller (Trident): 10 (though her facial scar isn't quite as badass as Calhoun's.)
David Gold (daVinci): 5 (he's a thinker, not a fighter.)
Sonya Gomez (daVinci): 6 (speculating, based on her skills as Gold's XO --I haven't really seen her in action since he retired.)
Kira Nerys (DS9): 9 (growing up during the Occupation.)
William Riker (Titan): 8 (his best friend is a Klingon.)
Ezri Dax (Aventine): 6 (she's small, but scrappy.)
Asfarah Eden (Voyager): 7 (tough as nails.)
Cmdr. Elias Vaughn (Defiant, acting-Captain): 10 (human Starfleet Intelligence officers don't live into the triple digits without being scary-tough.)
