In the Marvel Universe telepathy is possible because sentient cognition takes place outside of the body with the mind actually existing as a "field of energy" in space and the physical body and brain functioning by simply "tuning in" to this field--not unlike a radio tuning into the energy signal from the station. The body/brain acts as the "dumb terminal" to a radio's tuning capacitor, with each being "tuned" to its own "hard drive", the DNA serving in a similar capacity. The body's bio-energy field acts as the "antenna" (a bridge to where their "hard drive" is actually stored), and, of course, the "hard drive" storing, not only your memories ("data"), but the "programs" that comprise your personality.

This being the case, each mind has its own separate field---while existing in the same space, are effectively separated from other minds, by virtue of it having a different frequency--one unique to itself. The "mind fields" exist in what we call a "parallel universe". From such a parallel world all points in this world are accessible from one location in it and vice-versa. In effect, the mind field can be said to be "all pervasive" relative to this universe and the rest of the multiverse..

This other universe exists outside of spacetime and is therefore not an actual physical construct. People have their own individual characteristics, but are "composed" of the same "substance" as the rest of the parallel universe. In other words, their own "personal" storage space, rather than being "partitioned off" from the rest of the parallel universe, is actually part-and-parcel of the "fabric" of the parallel realm. They are able to access their "data" and "programs" strictly by virtue of their physical/energetic resonant signature, which is matched to their "hard drive".

Telepathy is analogous to cordless phones/cell phones and "crossed signals". While everyone's physical/energetic signature is unique, "overlapping" is possible, which allow certain people to "tap into" the "hard drive" of someone else, providing that one can "get into resonance", or "tune" to that person's signature and therefore that person’s mind field. Telepathy involves certain people (such as Jean Grey, Charles Xavier, etc.) developing a "resonance" between themselves and another person, so their resonant signatures "overlap" to a certain extent which "re-tunes" their mind frequencies to match, allowing for the "sharing" of "data" i.e. thoughts, emotions and memories and, in some cases, even their "programs" (personality traits, etc.). When a "telepath" develops a close rapport with someone, their signatures overlap to such an extent the telepath can always "remember" that person’s signature. Thus a person may be in "mental contact" with another, no matter their respective locations in the universe. Signal strength will be always the same and communication transluminal. Incidentally if two separate individuals naturally have very similar resonant signatures, they may be able to mentally contact one another without ever having ever met in person.
