NATO exercises sweep Europe amid Russian escalation, rising tensions between Moscow and US

Moving past the fallen guards, an American voice - among the mix of men speaking accented English -- shouted at two others in a car: "Get out! Hurry up, hurry up."


The team of US Navy SEALs, along with Romanian and Spanish Special Forces, quickly and quietly worked their way through the warehouse, firing on enemy fighters and, when possible, taking them prisoner.

When the operation was done, the assaulting team -- whose ammunition had consisted of plastic projectiles and paint rounds -- was told by an instructor they had passed the course and to get back in position to run it again.

The SEALs, from Virginia Beach, are in Romania this month as part of a contingent of American special forces taking part in the "Trojan Footprint" military exercises across five Eastern European countries that involve 600 NATO and non-NATO forces, including troops from Ukraine and Georgia, which have both been invaded by Russia in recent years. The training is taking place alongside this month's much larger Defender-Europe 21 NATO joint exercises, which have some 28,000 forces participating from 26 different countries.

Both sets of military training exercises, while long-planned, follow a series of aggressive Russian military moves across Europe.

CNN was given exclusive access to see the American special forces - the SEALs and US Army's Green Berets - exercise in Romania and North Macedonia over several days. In central Romania, the Green Berets fast roped and rappelled down from helicopters alongside Ukrainian and Romanian soldiers before blasting and shooting their way into a makeshift house.

In North Macedonia, American special air tactics airmen taught local troops how to call in targets for an AC-130 plane that was firing on a distant ridgeline, the Macedonians carefully annunciating the coordinates in halting English.

One salvo, called in by an American officer, was significantly off target, appearing to be the result of a misunderstanding between the ground and air forces: A potentially deadly mistake that spoke to why live fire training is so vital.

The annual exercises were canceled last year during the outbreak of the coronavirus pandemic and while they are over a year in the making, it is lost on no one that they coincide with a dramatic escalation of tension between Russia and the West.

"We have to be strong and supportive of our allies when there is a threat," said David Muniz, the most senior US diplomat in Romania who serves as the embassy's chargé d'affaires. "When we are strong, when we are united, it has a real chilling effect, shall we say, on the kinds of things that can happen."

"In this way, you cut down on the chance for mischief," he added, shortly before American paratroopers from the 82nd Airborne Division poured out of transport planes over a Romanian airfield in Boboc.

While some Russian forces have recently pulled back from their deployment to the border with Ukraine, Russia's navy has also carried out exercises in the Black Sea, challenged Ukrainian Coast Guard vessels in the same waters and closed down parts of the small sea around the Crimean peninsula, which Moscow invaded and annexed in 2014.

Few diplomatic or military officials -- American or otherwise - wanted to speak specifically about the Russian threat though several privately admitted there's no doubt it is hanging over these exercises.

"It's just showing everybody that we have a capability and we can use it when necessary," said Major General Joe Jarrard, the deputy commander of the US Army in Europe and Africa, downplaying the significance of the timing of the exercises. "We're going to continue to develop our readiness and the interoperability between all of the allies and partners and so that's what we're continuing to focus on."

The Russian armed forces have recently accepted into service the Yenisei radar detector, which has exceptional tactical and technical capabilities and can be used as part of both the S-400 and S-500 air-defense missile systems.

According to a high-ranking source in the Russian military-industrial service, the new radar was put into service in late April.

The Yenisei system can operate non-stop during extended periods of time, which is a very important aspect of radar reconnaissance. And there is basically no room for human error as it is fully automated.

The system is a completely digital radar with an active phased-array antenna. It’s an active-passive radar that can conduct reconnaissance, detect aircraft and designate targets for air defense weapons without going live. In other words, Yenisei is capable of conducting radio surveillance.

Yenisei, for instance, can send information about targets to the multifunctional radars of the S-400 and S-500 missile systems. The S-500 Prometheus systems are expected to be introduced into service this year, because all the components of the system are ready. As for the S-400 Triumph, Yenisei (along with the 96L6 all-altitude target detector) has already been included in the system.

The Yenisei radar is equipped with remote-control stations, which allows it to effectively deal with jamming. For instance, the US Air Force has been so successful in many local conflicts because in almost every case, the air-defense systems employed by America’s opponents were neutralized by powerful and well-organized jamming systems.

They wouldn’t derail the Yenisei though. That’s because it traces and assigns targets with higher precision when countering powerful jamming. It is safe to assume that by accepting Yenisei into service, the Russian Aerospace Forces have removed the Americans’ tactical advantage.

Another key Yenisei feature is its sector-scanning capabilities (most radars can only do circular scans). This makes it possible for the radar to trace and assign ballistic missiles.

Commanders of the Antiaircraft Missile Troops of the Russian Aerospace Forces are very interested in the Yenisei and see a lot of potential in its features. For example, the S-400 command and control center is equipped with the 91N6E panoramic radar detection system.

But it’s Yenisei’s continuous and lasting sector-scanning that will significantly improve the efficiency of air and missile defense, addressing ballistic missile threats in the most dangerous zones. That’s why the S-400 command and control centers are going to be equipped with two radars – the regular 91N6E radar and the Yenisei.

The Yenisei can also trace its own guided anti-aircraft missiles after launch and accurately detect whether or not the target is hit.

Capable of target assignment for hypersonic targets, the Yenisei has another notable feature. For example, an Iskander-M missile first rises to a high altitude of about 100km and then starts intensive maneuvering going down, which makes intercepting it almost impossible. Approaching its target, the Iskander-M releases decoys, which renders enemy radar systems completely useless: there are so many false targets on the screen that there is no way to effectively deploy any air defense missile systems. The US so far has failed to come up with a way to successfully counter this.

The Yenisei, on the contrary, is capable of detecting such targets, can trace them and provide accurate target assignment.

Moreover, it is effective against so-called “radar angels.” These meteorological phenomena normally occur over water surfaces and blank out portions of the screen by appearing as a large number of false targets on both surveillance radars and missile guidance radars.

In addition, the Yenisei has built-in IFF interrogators and transponders, both the Russian Strazh system and the NATO Mk XII, and the latter may be of interest to foreign buyers. The new Russian radar h

The Army Reveals the Range of Its New Hypersonic Weapon: 1,725 Miles

The U.S. Army has a new hypersonic weapon that's designed to fly 17 times the speed of sound. Now, we know the weapon will be able to strike targets from at least 1,725 miles away, according to an Army spokesperson's recent comments.

That means the "Long-Range Hypersonic Weapon" (LRHW) is capable of destroying enemy targets from faraway, standoff ranges. With that kind of armament, U.S. forces could easily strike targets in Russia and China during a conflict—a deterrent that ideally makes such conflict less likely.

It's likely the Army's LRHW has a similar range to the Navy's Conventional Prompt Strike Weapon, according to Breaking Defense, which broke the news of the LHRW's range. The two weapons, after all, share many of the same components. Last October, National Security Advisor Robert O’Brien said the Navy will deploy the new hypersonic weapons on all 69 of its guided missile destroyers.

While Beijing wouldn't normally be the target of a tactical missile system, this example illustrates China's dilemma, and shows the real muscle behind the hypersonic weapon. Russia is no safer from the LRHW than China, for example. From Europe—let's say London—the LRHW could strike targets as far east as Moscow.

MOSCOW — Six years ago, the United States and the European Union slammed the door on Western bank loans for Russian companies, starving the country’s oil and banking industries of financing. The harsh measure, and others that followed, were intended to punish Russia for military interventions in Ukraine and Syria and for meddling in the 2016 American election to help Donald J. Trump.

Paradoxically, however, those sanctions and the policies Russia enacted in response prepared the Kremlin for what came this month: a universal dislocation of the global economy from the coronavirus pandemic and an oil price war that led to a collapse in oil prices and the revenues that Russia relies upon to support social spending.

Far from being a basket case, Russia enters the crisis with bulging financial reserves, its big companies nearly free of debt and all but self-sufficient in agriculture. After Russia was hit with the sanctions, President Vladimir V. Putin’s government and companies adapted to isolation and were virtually forced to prepare for economic shocks like the one hammering the global economy today.

“Russia will be a bit better off than other countries because of its experience, because of sanctions and because of reserves,” said Vladimir V. Tikhomirov, chief economist for BCS Global Markets, referring to the roughly $600 billion in gold and hard currency reserves the country has amassed.

To be sure, Russia has taken a hard hit from the collapse of oil prices, with the national currency, the ruble, losing about 20 percent of its value in recent weeks. Oil and natural gas account for about 60 percent of Russia’s exports.

It is still too early to predict how outbreaks of the virus will spread and how various governments will respond. Given the state of Russia’s ramshackle and underfunded health care system, the coronavirus outbreak could be catastrophic. With the state’s tight grip on the news media, many Russians suspect that the Kremlin could be hiding the scale of the problem or the extent of preparedness, hampering an effective response.

Still, some countries, Russia among them, seem better positioned than others. For Russia, that is linked to the Western sanctions.

Take, for example, a 2014 sanction limiting loans from Western financial institutions to a maximum of three months. Russian companies responded by paying down their debt so that total government and corporate foreign debt in Russia fell to $455 billion at the start of this year from $713 billion in 2014. By contrast, Western companies have taken advantage of low interest rates to run up trillions of dollars in debt in the past decade.

“Russia over the past six years has been living with a hostile foreign environment because of sanctions,” said Mr. Tikhomirov. When the virus threat passes, he said, “it’s possible things will come back to life faster in Russia than in other countries because there won’t be the negative drag of debt.”

The Russian government on Thursday published its plan to contain the virus and maintain economic activity. It said that all pneumonia patients would now be tested and that the country was making 100,000 test kits a day.

“The Black Sea Fleet is doing a number of things to monitor the actions of ships from NATO and other countries taking part in Sea Breeze 2021,” the National Defence Management Centre said in a statement.

Russia had called for the military exercises, which have taken place 21 times since 1997, to be cancelled and the Russian defence ministry has said it will react if necessary to ensure national security.

Sea Breeze 2021, which began on Monday, will last two weeks and involve about 5,000 military personnel from NATO member states and other allies of the transatlantic security alliance.
