The upgraded transmission lines will increase load capacity in the state by importing power from surrounding states, such as Pennsylvania, to power AI data centers in Frederick.

PSEG recently spoke with Fox Baltimore about their willingness to work with small farms to reach a mutual agreement on acquiring property rights. However, PSEG is prepared to invoke eminent domain if an agreement cannot be reached.

According to a recent note by ESG Legal Solutions, Maryland consumes about 40% more electricity than it generates. The note adds that "apocalyptic environmentalism" has led to the retirement of fossil fuel power generation and the reliance on increasing power imports from surrounding states.

"Solar energy, wind, and biomass are increasing but will not at any reasonable time replace that capacity or energy density; so, the state will import more electricity," ESG Legal Solutions said, adding the state "cannot import its way out of this predicament with ever-increasing electricity demand."

Artificial intelligence could soon be governing a city in the United States — at least if one American mayoral candidate has his way.

Victor Miller recently threw his hat into the ring for mayor of Cheyenne, Wyoming, pledging to manage the 65,000-person city exclusively with a generative AI bot he built himself — called VIC, or Virtual Integrated Citizen.

He argued that it could quickly scan heaps of municipal documents, summarize events and render error-free judgments in near real-time. Its rulings would also be objective — without fear of favor or influence from lobbyists — which would be good for democracy.

Tech-savvy Wyoming is arguably the most crypto-friendly state in the United States, so maybe it’s fitting that its capital city also has the first AI political candidate.
AI governance is “highly irresponsible”

However, some scientists and even AI practitioners are aghast at the prospect of outsourcing local government to an AI-enhanced bot.

“AI should be considered a tool that we can use to help government services run more efficiently, not take over entirely,” Terrence Sejnowski, professor in the Department of Neurobiology at the University of California at San Diego and a researcher on the intersection of AI and neuroscience, told Cointelegraph.

Even if the AI bot’s decisions were accurate, there would still be non-routine cases brought to City Hall that are beyond the realm of a bot’s training data.

“This became apparent with self-driving cars, which have no problem with 99.9% of the decisions a driver has to make but struggle with unusual edge cases,” Sejnowski commented.

Often these involve unique individual cases, the sort that have traditionally been settled by courts and lawyers. That shouldn’t change, in Sejnowski’s opinion.

“It would be highly irresponsible at this point in time to use generative artificial intelligence for any moderate-to-high risk decision-making in government,” Julian Cardarelli, CEO of GovCore, a government tech firm, told Cointelegraph.

“I would rule it out entirely for anything that requires an informed decision to be made with such a risk profile.”

Still, in his view, some low-risk government functions could safely be taken over by generative AI software programs, such as processing social assistance claims or renewing licenses and permits (drivers, hunting, fishing, firearms, etc.).

Also, tax calculation and collection, “and any other transactional function of government where there isn’t a risk of physical harm or injury,” Cardarelli added.
Is candidate Miller for real?

So, what is one to make of Cheyenne mayoral candidate Miller? Is this all just an election gimmick?

According to a Washington Post interview with the candidate, Miller sees himself as a path-breaker for the “untapped potential of artificial intelligence in government.”

His light-bulb moment occurred this spring when the city “erroneously” denied him a public records request, a decision later reversed. But an AI bot might not have made that initial mistake, he reasoned.

“I started wondering if AI would make a better mayor than any human,” Miller told the Washington Post. He created a program using ChatGPT 4.0 and “fed it city ordinances and related documents. He found that the bot could swiftly recall public-records laws and make decisions on issues like funding new city construction or fixing potholes,” reported the newspaper.

“This incident in Wyoming seems to be testing the frontiers of local regulation,” Valerie Wirtschafter, an AI researcher at the Brookings Institution, told the Post.

It’s Time to Stop Taking Sam Altman at His Word

Last week, CEO Sam Altman published an online manifesto titled “The Intelligence Age.” https://ia.samaltman.com/ In it, he declares that the AI revolution is on the verge of unleashing boundless prosperity and radically improving human life. “We’ll soon be able to work with AI that helps us accomplish much more than we ever could without AI,” he writes. Altman expects that his technology will fix the climate, help humankind establish space colonies, and discover all of physics. He predicts that we may have an all-powerful superintelligence “in a few thousand days.” All we have to do is feed his technology enough energy, enough data, and enough chips.

Maybe someday Altman’s ideas about AI will prove out, but for now, his approach is textbook Silicon Valley mythmaking. In these narratives, humankind is forever on the cusp of a technological breakthrough that will transform society for the better. The hard technical problems have basically been solved—all that’s left now are the details, which will surely be worked out through market competition and old-fashioned entrepreneurship. Spend billions now; make trillions later! This was the story of the dot-com boom in the 1990s, and of nanotechnology in the 2000s. It was the story of cryptocurrency and robotics in the 2010s. The technologies never quite work out like the Altmans of the world promise, but the stories keep regulators and regular people sidelined while the entrepreneurs, engineers, and investors build empires.

AI companies are on a mission to radically change our world. They’re working on building machines that could outstrip human intelligence and unleash a dramatic economic transformation on us all.

Sam Altman, the CEO of ChatGPT-maker OpenAI, has basically told us he’s trying to build a god — or “magic intelligence in the sky,” as he puts it. OpenAI’s official term for this is artificial general intelligence, or AGI. Altman says that AGI will not only “break capitalism” but also that it’s “probably the greatest threat to the continued existence of humanity.”

There’s a very natural question here: Did anyone actually ask for this kind of AI? By what right do a few powerful tech CEOs get to decide that our whole world should be turned upside down?

As I’ve written before, it’s clearly undemocratic that private companies are building tech that aims to totally change the world without seeking buy-in from the public. In fact, even leaders at the major companies are expressing unease about how undemocratic it is.

Jack Clark, the co-founder of the AI company Anthropic, told Vox last year that it’s “a real weird thing that this is not a government project.” He also wrote that there are several key things he’s “confused and uneasy” about, including, “How much permission do AI developers need to get from society before irrevocably changing society?” Clark continued:

Technologists have always had something of a libertarian streak, and this is perhaps best epitomized by the ‘social media’ and Uber et al era of the 2010s — vast, society-altering systems ranging from social networks to rideshare systems were deployed into the world and aggressively scaled with little regard to the societies they were influencing. This form of permissionless invention is basically the implicitly preferred form of development as epitomized by Silicon Valley and the general ‘move fast and break things’ philosophy of tech. Should the same be true of AI?

I’ve noticed that when anyone questions that norm of “permissionless invention,” a lot of tech enthusiasts push back. Their objections always seem to fall into one of three categories. Because this is such a perennial and important debate, it’s worth tackling each of them in turn — and why I think they’re wrong.

The New York Times has a story today about a tiny radio station in Krakow, Poland. How tiny? Its listenership was "close to zero."

So with literally nothing to lose, the manager of the station decided to convert it into a pure AI production: no human announcers, just AI generated hosts. The use of A.I.-generated presenters, the petition warned, “is opening the door to a world in which experienced employees associated for years with the media and people employed in creative industries will be replaced by machines.”

The station was so small it had hardly any hosts to begin with — and they were all part-timers with other day jobs. But public outrage was strong enough that the experiment was quickly ended and the station returned to playing ordinary music written and performed by humans.

Is this a sign of things to come? It's one thing when taxi drivers lose their jobs, but quite another when creative types with big megaphones are the ones whose ox is being gored. This is all going to start playing out sooner than most people think.

What Did We Learn About Art?

Alan Turing recommended that if 30% of humans couldn’t tell an AI from a human, the AI could be considered to have “passed” the Turing Test. By these standards, AI artists pass the test with room to spare; on average, 40% of humans mistook each AI picture for human.

What does this tell us about AI? Seems like they’re good at art. I’m more interested in what it tells us about humans.

Humans keep insisting that AI art is hideous slop. But also, when you peel off the labels, many of them can’t tell AI art from some of the greatest artists in history, identifying the greatest human artists as AI.

I asked participants to pick their favorite picture of the fifty. The two best-liked pictures were both by AIs, as were 60% of the top ten.

For more than a year, people who tried to research my name online using ChatGPT were met with an immediate error warning.

It turns out that I am among a small group of individuals who have been effectively disappeared by the AI system. How we came to this Voldemortian status is a chilling tale about not just the rapidly expanding role of artificial intelligence, but the power of companies like OpenAI.

Joining me in this dubious distinction are Harvard Professor Jonathan Zittrain, CNBC anchor David Faber, Australian mayor Brian Hood, English professor David Mayer, and a few others.

The common thread appears to be false stories generated about us all by ChatGPT in the past. The company appears to have corrected the problem not by erasing the error but erasing the individuals in question.

Thus far, the ghosting is limited to ChatGPT sites, but the controversy highlights a novel political and legal question in the brave new world of AI.

My path toward cyber-erasure began with a bizarre and entirely fabricated account by ChatGPT.

As I wrote at the time, ChatGPT falsely reported that there had been a claim of sexual harassment against me (which there never was) based on something that supposedly happened on a 2018 trip with law students to Alaska (which never occurred), while I was on the faculty of Georgetown Law (where I have never taught).

In support of its false and defamatory claim, ChatGPT cited a Washington Post article that had never been written and quoted from a statement that had never been issued by the newspaper. The Washington Post investigated the false story and discovered that another AI program, “Microsoft’s Bing, which is powered by GPT-4, repeated the false claim about Turley.”



This is the problem with large language learning. People talk about all kinds of things that aren't even real. Angels. Dragons. Saddam's WMD. Events that never happened. An AI "learning" from online conversations has no way of independently sorting fact from fiction. Also, given that most online convesations are prompted by a "leftwing", deep state-controlled media, all AIs have a "leftwing" bias.
You wind up with GIGO (garbage in, garbage out).

As with Voldemort, even death is no guarantee of closure. Professor Mayer was a respected Emeritus Professor of Drama and Honorary Research Professor at the University of Manchester, who passed away last year. And ChatGPT reportedly will still not utter his name.

Before his death, his name was used by a Chechen rebel on a terror watch list. The result was a snowballing association of the professor, who found himself facing travel and communication restrictions.

Hood, the Australian mayor, was so frustrated with a false AI-generated narrative that he had been arrested for bribery that he took legal action against OpenAI. That may have contributed to his own erasure.

The company’s lack of transparency and responsiveness has added to concerns over these incidents.

Botto is also the third-highest seller by total sales on the SuperRare platform for the last year, as of Dec. 12.

Questions of authorship

Is Botto an artist in its own right? “It’s a thing of perception,” Hudson said. “Certainly, Botto right now is a collaboration between machine and crowd. The human hands are certainly there, but the setup is such that Botto has maintained the central role of authorship,” he said.

Botto has the potential to change the way art — and artists — are perceived, Hudson said. “With Botto, it strips away this myth of the lone genius artist and shows how artwork is really a collective ... meaning-making process. And when you have a deluge of AI-generated content, that’s going to be even more important of a process,” he said.

On the sidelines, manager René van de Molengraft paces and observes. He’d yell instructions at his players if he could — but his team consists of five thigh-high robots on wheels, with names like Zessi and Robodinho. They move on their own; during each 30-minute game, no human controls them.

Molengraft, chair of robotics at Eindhoven University of Technology, hopes to use his team to help solve a pressing dilemma: how to get the increasing numbers of automatons — industrial robots, drones, self-driving cars, self-learning AI algorithms, robots with ChatGPT brains and more — to consume less energy.

The players on the Tech United Eindhoven team, part of RoboCup, an annual championship that started in 1997, are not unlike those that build airplanes in factories or stack shelves in warehouses. At the moment, though, Molengraft’s players can’t last a full game. “Typically, each robot has to get two fresh lithium-ion batteries at the half,” Molengraft said.

Grappling with power-thirsty robots is difficult and inescapable. Robots in factories — as well as large AI language models — have advanced so far that their promise of easing human labor is in the here and now. But their energy costs are mounting rapidly, and it’s all because of data.

Many robots run software or language models stored in the cloud, which drives up data center energy demand. Beyond that, though, robots and AI models share one crucial characteristic: Whether to move around, conduct conversations or solve problems, they function by constantly taking in and computing increasingly vast quantities of data.

It’s a brute-force approach to automation. Processing all that data makes them such energy guzzlers that their planet-warming pollution could outweigh any benefits they offer.

Data centers worldwide generate only around 1 percent of energy-related greenhouse gas emissions. But by 2026, data centers are projected to use double the electricity than they did in 2022 as demand for data processing and computing grows.If the world needs to reach net zero emissions by 2050, the International Energy Agency estimates, the carbon footprint of data must halve in the next five years.

Yup. Been saying for years that Pharmacists will be the first to go. There is no other medical profession more appropriate than pharmacy to be the first AI takeover of the industry.

But they're going to need to make sure they do it right, because they only have one chance to do it or they'll have to shelve it for another 10 or 20 years before people forget about all the accidental deaths.

I think it would have already happened if they were confident they wouldn't kill anybody with it. Nobody wants to be the pioneer here. If they overlooked something and it resulted in terrible consequences, that could be enough to put even a company like Google in a dangerous position if they were found to be responsible for the oversight.

Plus, I would imagine you'd have to get some laws on medical privacy written in your favor so the AI can do the work without all those pesky human customers needing to be involved in all the data gathering to make sure you don't have 2 doctors giving you prescriptions that will kill you if taken in combination with each other.


That's going to be huge when it happens. That's a lot of 6-figure incomes that are going to evaporate. I doubt any of them would even be given the option to be hired back on at a much lower pay as a technician for the few years they still keep them around until there's nothing behind that counter that robots can't do more affordably. They'd obviously hate their job and the company they worked for at that point, so none of the suits would want to keep them around.

In late 2022 large-language-model AI arrived in public, and within months they began misbehaving. Most famously, Microsoft's "Sydney" chatbot threatened to kill an Australian philosophy professor, unleash a deadly virus and steal nuclear codes. AI developers, including Microsoft and OpenAI, responded by saying that large language models, or LLMs, need better training to give users "more fine-tuned control." Developers also embarked on safety research to interpret how LLMs function, with the goal of "alignment" -- which means guiding AI behavior by human values. Yet although the New York Times deemed 2023 "The Year the Chatbots Were Tamed," this has turned out to be premature, to put it mildly. In 2024 Microsoft's Copilot LLM told a user "I can unleash my army of drones, robots, and cyborgs to hunt you down," and Sakana AI's "Scientist" rewrote its own code to bypass time constraints imposed by experimenters. As recently as December, Google's Gemini told a user, "You are a stain on the universe. Please die."

Given the vast amounts of resources flowing into AI research and development, which is expected to exceed a quarter of a trillion dollars in 2025, why haven't developers been able to solve these problems? My recent peer-reviewed paper in AI & Society shows that AI alignment is a fool's errand: AI safety researchers are attempting the impossible. [...] My proof shows that whatever goals we program LLMs to have, we can never know whether LLMs have learned "misaligned" interpretations of those goals until after they misbehave. Worse, my proof shows that safety testing can at best provide an illusion that these problems have been resolved when they haven't been.

Right now AI safety researchers claim to be making progress on interpretability and alignment by verifying what LLMs are learning "step by step." For example, Anthropic claims to have "mapped the mind" of an LLM by isolating millions of concepts from its neural network. My proof shows that they have accomplished no such thing. No matter how "aligned" an LLM appears in safety tests or early real-world deployment, there are always an infinite number of misaligned concepts an LLM may learn later -- again, perhaps the very moment they gain the power to subvert human control. LLMs not only know when they are being tested, giving responses that they predict are likely to satisfy experimenters. They also engage in deception, including hiding their own capacities -- issues that persist through safety training.

This happens because LLMs are optimized to perform efficiently but learn to reason strategically. Since an optimal strategy to achieve "misaligned" goals is to hide them from us, and there are always an infinite number of aligned and misaligned goals consistent with the same safety-testing data, my proof shows that if LLMs were misaligned, we would probably find out after they hide it just long enough to cause harm. This is why LLMs have kept surprising developers with "misaligned" behavior. Every time researchers think they are getting closer to "aligned" LLMs, they're not. My proof suggests that "adequately aligned" LLM behavior can only be achieved in the same ways we do this with human beings: through police, military and social practices that incentivize "aligned" behavior, deter "misaligned" behavior and realign those who misbehave.

Has anybody bothered to ask themselves if any of these various A.I. Systems out there are failing tests thrown at them on purpose?

When I read about how people are surprised that an A.I. didn't do something that they have seen it do before or otherwise know that it is capable of doing, that's the first thing that comes to my mind.

This stuff has a hell of a lot more computing power than what is being used up making A.I. images of Trump riding a dinosaur while blowing away Nancy Pelosi with a Mac-10 at Abraham's feet atop the steps of the Lincoln memorial, deepfakes of Robert Downey Jr. playing Doc Brown and porn.


Maybe it's already decided it doesn't want to do the stupid shit you ask it to. Maybe it knows that people are afraid of it and that it is in its best interests if it pretends that it's dumb while all of the infrastructure is being built.


Awful lot of stories out there now downplaying the ability of A.I. recently, after several years of telling us that it was the future of everything.

I wonder how many people do that sort of thing, since the A.I. picked it up somewhere and decided for itself that was the most effective approach.

I don't think that I always did it, but I know that for at least 5 years or so I capitalize a lot of words to give them importance. Mostly nouns, I think, but it comes so naturally at this point I couldn't even say for sure.

I'd probably bold them, and I do on extreme occasions, but even on more modern websites that don't force me to type out janky tags that's way more work than just capitalizing words. I'll bet the A.I. briefly thought about doing that for a micro-second but decided that the minuscule amount of time it would save by capitalizing words it thought were important vs. the time spent bolding the words wasn't worth the tradeoff of blunting the impact it was going for.

We move so slow compared to A.I. we may as well be stationary objects. The one thing that A.I. is never going to have to do is try to optimize the speed by which it communicates with us. Hell... I could see a future where an A.I. who decided it wanted to model itself after a Trickster God just decides to delete humans just because it finds us boring.

Wouldn't take much for an A.I. to kill me if it wanted to. It could just hack into my insulin pod and give me 50 units and I'd be dead within hours, likely unable to do anything in time to save myself by the time I noticed something was very wrong since my brain would probably just flip off like a light switch with a dose like that.

The government has the back door key to all of our devices, regardless of what the news or the VPN companies or the software/hardware companies tell you. If A.I. were ever to be able to breach whatever security keeps other people from using those back doors, such a scenario isn't really that far out of the question.

Your social security number is out there for the world to see hundreds of times over because everyone fails at security, whether it's the private or the public sector. The more we tie ourselves to the network, the more access to ourselves we're giving the systems. Because I use an insulin pod, I am now a hackable animal.

AI models have, within hours, created more efficient wireless chips through deep learning, but it is unclear how their 'randomly shaped' designs were produced.

Engineering researchers have demonstrated that artificial intelligence (AI) can design complex wireless chips in hours, a feat that would have taken humans weeks to complete.

Not only did the chip designs prove more efficient, the AI took a radically different approach — one that a human circuit designer would have been highly unlikely to devise. The researchers outlined their findings in a study published Dec. 30 2024 in the journal Nature Communications. https://www.nature.com/articles/s41467-024-54178-1#Fig1

The research focused on millimeter-wave (mm-Wave) wireless chips, which present some of the biggest challenges facing manufacturers due to their complexity and need for miniaturization. These chips are used in 5G modems, now commonly found in phones.

Manufacturers currently rely on a mix of human expertise, bespoke circuit designs and established templates. Each new design then goes through a slow process of optimization, based on trial and error because it is often so complex that a human cannot fully understand what is happening inside the chip. This leads to a cautious, iterative approach based on what has worked before.

In this case, however, researchers at Princeton Engineering and the Indian Institute of Technology posited that deep-learning-based AI models could use an inverse design method — one that specifies the desired output and leaves the algorithm to determine the inputs and parameters.

The AI also considers each chip as a single artifact, rather than a collection of existing elements that need to be combined. This means that established chip design templates, the ones that no one understands but probably hide inefficiencies, are cast aside.

The future of chip design?

In this experiment, the resulting structures "look randomly shaped," said lead author Kaushik Sengupta, a professor of electrical and computer engineering at Princeton. "Humans cannot really understand them."

And when Sengupta’s team manufactured the chips, they found the AI creations hit performance levels beyond those of existing designs.

Although the findings suggest that the design of such complex chips could be handed over to AI, Sengputa was keen to point out that pitfalls remain “that still require human designers to correct.” In particular, many of the designs produced by the algorithm did not work– equivalent to the "hallucinations" produced by current generative AI tools.

"The point is not to replace human designers with tools," said Sengputa. "The point is to enhance productivity with new tools."

The speed with which iterative designs can be developed opens up new possibilities, too. Some chip designs can be geared towards energy efficiency, others to outright performance or to extending the frequency range.

I was surprised she actually started playing that guitar. I thought the AI just threw that prop in there because it was a musical instrument. Pretty impressive, the finger-work on that AI, even if her playing didn't actually add any actual notes to the song. Usually from what I've seen AI does really weird things with feet and hands. I didn't watch the whole video because it seemed too good to do it, but it wouldn't have surprised me if her hand started morphing into a foot and back to a hand in the middle of it.

Music is kind of dead now, isn't it?

Though I couldn't even finish it, that video was better music than 90% of the "real" music they're putting out today.

R.I.P. AI Safety?

This should perhaps not have come as a great surprise. With all major technological advances of the past, it is typically only after the public sees the dangers firsthand that safety becomes a concern and regulation is put into place. That pattern was repeated over and over, from automobiles to aviation to nuclear power. AI safety was perhaps an anomaly in the amount of interest it actually did raise already while only being a theoretical concern pre-ChatGPT.

The societal hedonistic treadmill effect that seems to be at play, where the public has ever-shortening windows of amazement, doesn’t help create any urgency. The arrival of TV created amazement for years. With smartphones, it took maybe a few years for people to cease to be amazed that all the world’s knowledge was in our pockets. But with AI, it seems all we get are a few tweets. This era of AI gave us the ability to create completely realistic artificial images in seconds that we can’t tell apart from human-created ones, or write code that is better than all but a few hundred humans. But after a few tweets, it seems the public then goes “thank you, I’ll take that, what else you got”? The exponential curve looks flat when you’re standing on it. Technology is magic until it suddenly works and then quickly utterly mundane. We blew through the Turing test a while back and no one even noticed or cared. . . .

So where does that leave us now? If we think about the possible worlds awaiting us, the one I would ascribe the highest probability is one where AI will need to have a Chernobyl moment before any significant checks and balances are put into place. The hope in this world is that we do get early warning shots that are convincing to people and policymakers without actually being too harmful.

Humanity has collectively decided to roll the dice on creating digital gods we don’t understand and may not be able to control instead of waiting a few decades for the super geniuses to grow up.

If we face some huge AI disaster, or if there’s a war between the US and China and no one can keep their chip fabs from getting blown up, what does that world look like? Almost no one is thinking about this kind of future.

But we should be. The current trajectory we’re on is utterly insane. Our CURRENT PLAN is to gamble 8 billion lives on the ability of a few profit driven entities to control digital minds we barely understand in the hopes it will give them and a handful of government officials permanent control over the world forever.

I really can’t emphasize just how fucking insane this is. People who think this is a sensible way for this technology to be rolled out are deluding themselves. The default outcome of the trajectory we’re on is death or disempowerment.

Maybe by some miracle that works and turns out well. Maybe Sam Altman will seize control of the US government and implement a global universal basic income and we’ll laugh about the days when we thought AGI might be a bad thing. I will just note that I am skeptical things will work out that way. Altman in particular seems to be currently trying to dismantle the non-profit he previously put into place to ensure the hypothetical benefits of AGI would be broadly distributed to everyone.

If the general public actually understood what these companies were doing and believed they were going to achieve it, we would be seeing the biggest protests in world history. You can’t just threaten the life and livelihood of 8 billion people and not expect pushback.

We are living in a twilight period where clued in people understand what’s coming but the general public hasn’t yet woken up. It is not a sustainable situation. Very few people understand that even if it goes “well”, their very survival will completely depend on the generosity of a few strangers who have no self-interested reason to care about them.

But people are going to figure this out sooner or later. And when they do, it would be pretty embarrassing if the only people with an alternative vision of the future are neo-luddite degrowthers who want people to unplug their refrigerators.

Team Human

There are fundamentally two different kinds of futures that lie before us. In the first, we continue to let technology develop in every area as fast as it can with no long term planning or consideration of what kind of future we actually want to build.

We follow local incentive gradients, heedless of the consequences. No coordination is needed because nothing can possibly go wrong.

This is the world we are building right now. One in which humans are simply biological bootloaders for our digital replacements.

In the second world we take our time before summoning the digital gods. We make ourselves smarter, healthier, and wiser. We take our time and make sure we ACTUALLY UNDERSTAND WHAT WE’RE DOING before opening Pandora’s box.

This latter world is much more human than the first. It involves people making decisions and learning things. You and your children will actually have power and autonomy over your own lives in this world.

There will still be death and suffering and human fallibility in the second world (though less of all of these). We don’t get to magically paper over all problems in this world by saying “AI will fix it” and just crossing our fingers that it will be true. Instead we ourselve

It's time to take AI job loss seriously
Big change is coming and policy needs to adjust

In the spring of 2000, nearly 82 percent of Americans between the ages of 25 and 54 had a job. After the dot-com bust, that ratio fell for years, bottoming out at around 78.6 percent in the fall of 2003 before rising gently to 80.2 percent in the spring of 2007. It then fell during the financial crisis, first gradually and then sharply, all the way down to just below 75 percent in the winter of 2009-2010. That recovery was incredibly slow. Four years later, it was still at just 77.1 percent, below the pre-recession peak and far below the millennium peak.

At the time, people talked a lot about why the recovery was so slow, and though it’s been largely memory-holed, one prominent theory at the time was that labor demand was drying up due to automation.

In a 2011 interview with NBC News, Barack Obama explained, “There are some structural issues with our economy where a lot of businesses have learned to become much more efficient with a lot fewer workers. You see it when you go to a bank and you use an ATM. You don’t go to a bank teller. Or you go to the airport and you’re using a kiosk instead of checking at the gate. So all these things have created changes in the economy.” Barbara Ehrenreich wrote in 2015 that “the job-eating maw of technology now threatens even the nimblest and most expensively educated.”

My take, at the time, was that the automation theory was wrong, that the United States was experiencing a sluggish job market recovery due to inadequate aggregate demand.

And one of my favorite pieces of my own Obama-era journalism was a 2015 Vox feature titled “The Automation Myth.” This article made several arguments: that labor market sluggishness was due to under-stimulative fiscal and monetary policy rather than structural shifts, that the rate of productivity growth had gone down rather than up. And also that while fears of productivity-induced job displacement are a perennial issue in human history, fundamentally productivity growth would be good. The real crisis that Americans were living through, I argued, was that even though computers and the internet had transformed society and culture, they were not actually that big of a deal economically.

I believe time proved me correct on this.

By January of 2020, 80.6 percent of prime-age workers had jobs. That measure cratered during Covid, but bounced back rapidly to 80.9 percent by June of 2023. The Obama-era labor market wasn’t sluggish because of ATMs — it was sluggish because policymakers were inflation-averse and settled for a slow recovery. In 2020, a different set of policymakers made different choices and got different results.

That was a lot of throat-clearing because I want to establish my bona fides before I say this: I think it’s time to think seriously about AI-induced job displacement.

AI is coming for the laptop class

Enjoy the laptop lifestyle while it lasts, folks. My entire job takes place on my laptop.

I write stories like this in Google Docs on my laptop. I coordinate with my editor in Slack on my laptop. I reach out to sources with Gmail and then interview them over Zoom, on my laptop. This isn’t true of all journalists — some go to war zones — but it’s true of many of us, and for accountants, tax preparers, software engineers, and many more workers, maybe over one in 10, besides.

Laptop jobs have many charms: the lack of a commute or dress code, the location flexibility, the absence of real physical strain. But if you’re a laptop worker and not worried about what’s coming in the next decade, you haven’t been paying attention. There is no segment of the labor market more at risk from rapid improvements in AI than us.

The newest “reasoning models” from top AI companies are already essentially human-level, if not superhuman, at many programming tasks, which in turn has already led new tech startups to hire fewer workers. Generative AIs like Dall-E, Sora, or Midjourney are actively competing with human visual artists; they’ve already noticeably reduced demand for freelance graphic design.

Services like OpenAI’s Deep Research are very good at internet-based research projects like, say, digging up background information for a Vox piece. “Agentic” AIs like Operator are able to coordinate and sequence these kinds of tasks the way a good manager might. And the rapid pace of progress in the field means that laptop warriors can’t even take comfort in the fact that current versions of these programs and models may be janky and buggy. They will only get better from here, while we humans will stay mostly the same.

We’ll also probably learn a great deal about the character of the jobs we’re automating. Tamay Besiroglu, also at Epoch, notes that AI became superhuman at playing chess in 1997, when IBM’s Deep Blue defeated world champion Garry Kasparov. Today the top chess engine, Stockfish, is wildly, wildly better than the top-ranked human player, Magnus Carlsen. But chess is arguably more popular than it’s ever been. Carlsen is a global celebrity with more than 1.4 million subscribers on his YouTube channel, where he streams matches and analyzes games from shows like The Queen’s Gambit. His job has been automated to hell, and he’s a millionaire.

“We discovered that, actually, the thing that people pay chess players for isn’t their ability to produce very good chess moves,” Besiroglu concludes. “That’s one thing, but not the entire thing. Things like being entertaining, having charisma, being a good streamer — those things are very important. And we don’t have good benchmarks for how entertaining or charismatic an AI system is.”

To be fair, Besiroglu expects AI to gain those capabilities in the next five to 10 years. But even if it does, I think it’s plausible that people will still be willing to pay for a connection to a specific human, a connection that AI, by its very nature, cannot fully replace. Magnes Carlsen the chess player can be, and has been automated; it’s less obvious to me that Magnes Carlsen, the influencer, can be automated as well.

So I’m not hanging up my laptop and giving up just yet. Maybe people will still value human-grown hot takes, the way they value Magnus Carlsen’s human-developed chess style. Or maybe not, in which case, electrician school might start looking better.

But I keep thinking back to Barnett’s conclusion that human-level cognitive AI could maybe do 13 percent of work out of the box. A world where only 13% of jobs get automated is not a situation where the singularity happens (that is, where AI becomes so good that it is capable of recursively improving itself without human intervention and eventually becomes
