One insider explained that the defining issue is not solely economic disruption or battlefield paralysis, but lost time: the full-scale invasion has dragged on for nearly five years without decisive victory. Ukrainian Air Force spokesman Yurii Ihnat said on Monday (Sept 1) that Russian forces had launched more than 1,500 drones over the previous four days, about 800 of them — more than half — jet-powered.
By comparison, Russia fired just 300 jet-powered drones at Ukraine in all of June and about 1,500 of them in July, according to Serhii Beskrestnov, an adviser to Ukraine’s president on technology.
Along with the numbers, Russia has changed the pattern of the attacks themselves, the BBC reported: the drones come in smaller batches than before, but more often. Russia now sends over three or four jet-powered drones, sometimes as many as 10, roughly every half hour, the BBC said.
On August 27 alone, Kyiv recorded 13 air-raid alerts lasting a combined 15 hours — a record since the start of Russia’s full-scale invasion.
Jet-powered drones are harder to shoot down because of their speed. In the winter of 2026, Ukraine was shooting down 95–98% of propeller-driven Shaheds. On August 27, Ukrainian forces shot down 88% of all drones, conventional and jet-powered alike; on August 31, just 79%.
An unnamed Ukrainian government official told The Wall Street Journal that Ukraine already has drones capable of shooting down the newest Geran models, but only a few hundred of them — far short of the thousands it needs.
Ukraine is working to develop countermeasures against jet-powered drones, and sources in the country’s defense industry told the BBC they expect Ukraine to have a counter within the next month.
As Russian strikes on Kyiv intensify, Ruslan Horbenko, a lawmaker from Zelensky’s Servant of the People party, said Kyiv and the Kyiv region could be officially designated front-line areas. The designation brings benefits including war-risk insurance, exemption from mobilization, and wage guarantees for utility workers. A government resolution to that effect has already been drafted, he said.

The Nordic and Baltic states called on Russia to immediately fulfill its obligations under international law and demanded the full and unconditional withdrawal of all Russian troops from Ukrainian territory.
Deputy Permanent Representative of Finland to the UN Heli Lehto made the statement on behalf of the eight countries at a UN General Assembly meeting on the situation in Ukraine’s temporarily occupied territories, according to an Ukrinform correspondent.
“We, the Nordic and Baltic states, call on Russia to immediately and fully fulfill its obligations under international law. We demand the immediate, full and unconditional withdrawal of all Russian troops from the territory of Ukraine within its internationally recognized borders,” the diplomat said.
Lehto stressed that respect for Ukraine’s sovereignty and territorial integrity is a prerequisite for a comprehensive, just and lasting peace.
She pointed to a sharp increase in Russian attacks on civilians and civilian infrastructure in 2026. According to her, the number of civilian deaths and injuries is at its highest level since March 2022, while residents of the temporarily occupied territories continue to face constant and systematic repression.
“Independent UN investigators continue to report mass arbitrary detentions and widespread use of torture against civilians, people in detention and prisoners of war,” she said.
Lehto also cited reports of systematic sexual violence against Ukrainians held in Russian custody, as well as abuse of women and children in the occupied territories.
“Human rights organizations have documented the large-scale forcible transfer and unlawful deportation of Ukrainian children. The Ukrainian authorities report deliberate efforts to destroy Ukrainian national identity in the occupied territories, including through militarization, indoctrination and the unlawful adoption of children,” Finland’s representative said.
Lehto recalled that an occupying administration is obliged to ensure humane treatment of the local population, meet their basic needs and facilitate the delivery of humanitarian assistance.
“It is clear that Russia is clearly unwilling to fulfill these obligations,” she said.
The diplomat also reaffirmed the eight countries’ commitment to holding Russia accountable for international crimes it has committed.
“We remain firmly committed to establishing a Special Tribunal for the Crime of Aggression against Ukraine and continue to provide unwavering support for the work of the International Criminal Court,” Lehto concluded.
The diplomat delivered the joint statement on behalf of Denmark, Estonia, Iceland, Latvia, Lithuania, Norway, Sweden and Finland.
As previously reported by Ukrinform, the European Union will never recognize Ukraine’s occupied territories as Russian and will continue to provide comprehensive assistance to Ukraine.

Shootout between SBU and HUR in Kyiv during investigation of Russian FSB plot

A shootout between two branches of Ukraine's security services broke out on the morning of Sept. 2 during an investigation into an alleged Russian terrorist plot against a Russian opposition figure.
Earlier, a source in Ukraine's Defense Forces told the Kyiv Independent that the target of the plot was Stepan Kaplunov, deputy commander of the Russian Volunteer Corps (RVC) that fights alongside Kyiv.
He had been in Ukraine for Independence Day celebrations on Aug. 24 but was "abducted by unknown individuals in the courtyard of his home," the RVC wrote on Telegram on Sept. 1.
As authorities announced that the alleged plot had been thwarted, reports of a shootout in Kyiv began to emerge.
According to Ukraine's Prosecutor General's Office, Ukraine's Security Service (SBU) officers were attacked by "one of the units of the Defense Forces of Ukraine" while conducting an investigation into the alleged plot.
"During the investigative actions in the proceedings regarding the terrorist act of the FSB of the Russian Federation, an armed attack occurred on SBU officers," it said in a post on Telegram.
"During the cessation of armed resistance, law enforcement officers used weapons," it added.
Speaking to journalists, Presidential Adviser Dmytro Lytvyn said the two units involved were the SBU and Ukraine's military intelligence (HUR). He added that President Volodymyr Zelensky had "called out" the heads of both and ordered them to inform the public about what was happening.
Zelensky later called the incident "an absolutely disgraceful situation" between individual SBU and HUR units and said Prosecutor General Ruslan Kravchenko and the State Bureau of Investigation would establish what happened.
"All testimony and statements from the participants in this story will be checked, the entire situation step by step," Zelensky said.
He said there must be accountability, including possible personnel decisions by the heads of the security services concerning those involved, as well as internal investigations within both agencies.
"Here in Ukraine, one can shoot only at the Russian occupiers in defense of Ukraine," Zelensky said. "No other shootout will ever be perceived by our state as something that anyone is allowed to do."
A lawyer acting on behalf of Kaplunov told Ukrainian TV that three people had been injured during the shootout.
Three HUR service members were injured in the shootout, two of them seriously, according to Taras Borovskyi, a lawyer representing Kaplunov.
"One was shot in the leg and had an artery severed, and he was bleeding out. He is in very serious condition in a medical facility. The second is also in serious condition in hospital. The third is more lightly wounded," Borovskyi told Ukrainska Pravda.
Borovskyi, who said he was at the scene, also alleged that SBU officers had carried out an emergency nighttime search of Kaplunov's apartment without allowing his lawyer inside and without a court warrant.
He questioned why the search was carried out on Sept. 1 if Kaplunov had already been detained on Aug. 23, and said he still had not been told why his client was detained.
The lawyer also rejected the SBU's claim that it had foiled an assassination attempt against Kaplunov, calling it an attempt to justify what he described as an extrajudicial detention and a "PR move."

Investigators have charged Lida Moniava, founder of the children’s hospice “House with a Lighthouse,” with spreading “false information” about the Russian military motivated by political hatred — a charge under Article 207.3, Part 2, Clause “d” of Russia’s Criminal Code — and detained her, according to her defense attorney, Mikhail Biryukov, who told the Russian business news outlet RBC.
The statute carries a maximum sentence of up to 10 years in prison.
Biryukov said the case stems from a post Moniava published on her Telegram channel in February 2023. Moniava has not pleaded guilty. The independent Russian newspaper Novaya Gazeta reported that investigators plan to ask the court to send her to a pretrial detention center.
Investigators searched Moniava’s home on the morning of September 2 and then took her to the Investigative Committee, Russia’s federal investigating authority, for questioning.
A Moscow court fined Moniava 45,000 rubles in February 2026 on an administrative charge of “discrediting” the Russian military, stemming from three posts on her Telegram channel. In one, she linked to a “Christmas Message to Friends” by Orthodox Christians living in emigration, published by The Moscow Times, which spoke of “the terrible war unleashed by the Russian state.” Another described the deaths of children after a Russian missile strike on Kryvyi Rih. A third recounted the deaths of the Martynenko family in a Russian strike on Sumy.
After being fined on the “discrediting” charge, Moniava said she had no plans to leave Russia, despite advice from many people that she do so.
Moniava founded the children’s hospice “House with a Lighthouse” and in 2018 became head of the charitable foundation of the same name, which supports critically ill children and young adults up to age 30. After the start of the full-scale war in Ukraine, she launched a separate fund to help refugees from Ukraine, Russia’s border regions, and Nagorno-Karabakh; it suspended operations in September 2025.

During the 2024 campaign Donald Trump promised to cut energy prices in half. He has, instead, presided over soaring prices at the pump, which have played an important role in his collapse in the polls.
Some might attribute this disaster to Trump’s decision to go to war with Iran, ignoring what appear to have been near-unanimous warnings by experienced military and intelligence officials that such a war would, in addition to disrupting oil supplies, overstretch the U.S. military and dangerously deplete stocks of munitions — which is exactly what happened.
But Scott Bessent, Trump’s Treasury secretary, has found someone else to blame: Ukraine.
Yesterday Bessent went on “Fox & Friends,” where he pinned the blame for high energy prices largely on Kyiv:
We are going through an energy shock right now due to both the war in Ukraine, because Ukraine has decided that they want to blow up Russian energy assets and refined properties, so that is creating upward price pressure on a global basis, and the conflict in Iran.
Now, Bessent isn’t wrong to say that bottlenecks in refining capacity are playing a major role in the current energy shock. The chart at the top of this post shows changes in the price of crude oil and diesel, both measured in dollars per barrel, since the beginning of this year. Crude oil is up a lot, although off its peak in early April. But diesel is up much more (so is gasoline, although not quite as much.) And Ukrainian strikes on Russian oil facilities are certainly playing a role in reducing global refining capacity.
But note Bessent’s wording: Ukraine “has decided that they want to blow up Russian energy assets.” Gosh, why would the Ukrainians want to do such a thing? Might it have something to do with the fact that they are engaged in an existential struggle against Vladimir Putin’s regime, which is in its fifth year of a war aimed at destroying their nation, and they need to hit back at Putin’s military and economic base?
Notice, also, that Bessent didn’t point out that these attacks on Russian oil would end if Russia were to end its attempted war of conquest. But far from demanding an end to Russian aggression, the Trump administration infuriated the democratic nations of Europe by inviting Russia’s finance minister, for the first time since the Ukraine war began, to Monday’s meeting of the Group of 20 major economies.
But wait: There’s more background here. Bessent, as much as or more than Trump, has been effectively an enemy of Ukraine from the beginning.
Right at the beginning of the Trump II administration Bessent flew to Kyiv to demand that the Ukrainian government in effect hand over a large share of its mineral resources to the United States. I described it at the time as a “Belgian Congo” deal:
What Trump suggested was that Ukraine give the United States half of the revenue it gets from resource extraction, as far as I can tell in perpetuity. Trump suggested that this would amount to $500 billion, although this seems like a wildly exaggerated sum.
In return, Trump offered, well, zero. No additional aid, no security guarantees, no nothing.
Maggie Haberman and Jonathan Swan’s book Regime Change: Inside the Imperial Presidency of Donald Trump offers more, damning detail. There was apparently a shouting match between Bessent and Ukraine’s president Zelenskyy, in which Zelenskyy correctly described Bessent’s proposal as a shakedown unenforceable under Ukrainian law.
Bessent then returned to Washington and urged Trump not to even meet with Zelenskyy until he signed the minerals deal:
“I’ve dealt with this little fucker,” Bessent would say to associates about Zelensky. “He’s tricky. He’s like the special-needs child for the Europeans. And he’s acting like Mr. Bean on crack.”

But most people on the beach expect this winter to be worse or at least the same as the last one, when Russia wiped out 9 GW of energy generation.
Behind the government’s positive messaging, authorities have made little progress tackling the core issues of the energy crisis over the last seven months, despite an "Energy Resilience Plan" announced in March, several energy officials told the Kyiv Independent.

Drones have been chasing humans now for many years. The US used them in Afghanistan, the Israelis use them in Gaza, the Russians and Ukrainians both use them on the frontline to kill soldiers. But the way in which they are being used now in southern Ukraine, especially in the city of Kherson, feels different. The possible uses of this new way of waging war - or of settling arguments, or of committing crimes - are now infinite. The Financial Times wrote last week about Colombian narcos and paramilatries who are signing up to fight in Ukraine in order to learn how to use drones. They want to take the technology home and use it against their government. Also this week, German officials found a drone packed with explosives at Leipzig airport, which they are treating as an attempted terrorist attack. We may be just at the beginning of a new wave of drone terrorism for which nobody is yet prepared.
Although not all Pentagon procurement officers (or indeed Pentagon leaders) know it yet, nobody is prepared, technically or psychologically, for a new era of intelligent, deadly machines. Warfare is on its way to being transformed beyond recognition. Separate drone battalions are a thing of the past. Every aspect of fighting now requires drones, and drone interceptors.
How long until the rest of the world also experiences this change? Crime and terrorism will be transformed next, followed by the work of lawyers and police. Today’s bizarre dystopia, something we view in video clips coming from Ukraine, might be tomorrow’s new normal.

Negotiations to end Russia’s full-scale invasion of Ukraine could resume in late September, though realistic conditions for a ceasefire are unlikely to emerge before spring.
Head of the Presidential Office Kyrylo Budanov shared these projections during an interview with The New York Times on September 4.
A new round of discussions is expected in late September, shortly after Russia’s parliamentary elections and weeks ahead of the US midterm elections. The process may begin with a visit to Kyiv by US presidential representatives Steve Witkoff and Jared Kushner, following a previous proposal by Moscow for Ukrainian representatives to travel to the Russian capital.
During an earlier round of negotiations in February 2026, Moscow unexpectedly invited the Ukrainian delegation to visit the Russian capital to continue talks, which could have allowed for a direct meeting with Vladimir Putin.
However, the trip presented significant security risks for the Ukrainian team. Budanov is currently on Russia's wanted list over terrorism charges filed during his time as head of military intelligence. Ultimately, the Ukrainian delegation declined the trip to Moscow, bringing negotiations to a standstill.
Russia is currently escalating the situation as both sides seek to improve their leverage ahead of potential agreements.
According to The New York Times, perspectives within the Ukrainian leadership remain divided regarding the negotiation process. Some officials advocate pursuing an agreement to prevent further loss of life, while others caution that major concessions could negatively impact the Ukrainian military and society.
Budanov noted that he has engaged in multiple direct communications with the head of Russian military intelligence, Igor Kostyukov. Their initial contact took place in 2022 through Turkish mediation, focusing specifically on establishing Black Sea maritime corridors for Ukrainian grain exports.
Previously, CIA Director John Ratcliffe made an unannounced visit to Moscow, where he sought to persuade Russian leadership that its position was weak and that further escalation would only worsen its circumstances.
However, his efforts failed to convince Vladimir Putin to make concessions on Ukraine, and the Kremlin instead hardened its stance. Following the meetings, Russian forces intensified strikes on Kyiv, signaling to Washington that Moscow intended to continue its offensive without shifting to a more flexible position.

Trying to keep a war from escalating might seem like a prudent thing (and academic theory, which simply does not understand history, says as much). However, clamping down on escalation can actually make things far worse. What such a move can do, in a vain attempt to keep a war under control, is lengthen a war beyond all expectation. And length of war is almost always the key variable in how horrible a war becomes. Short escalation, if it can be effective, is far preferable to the kind of long and grotesque war we are now seeing.

Lavrov rejected Germany’s assessment that Russia was responsible for the attempted attack, calling the accusations “by and large, the start of a real war.” He made the remarks after Berlin announced diplomatic and security measures against Russia over the incident.
Lavrov also accused German Chancellor Friedrich Merz of pursuing the militarization of Germany. “Merz is, in essence, declaring war on us,” Lavrov said.
The German government concluded on September 1 that Russia was responsible for the attempted drone attack at Leipzig/Halle Airport on August 4. German authorities said police investigations, intelligence findings, and the characteristics of the drones, explosives, and detonation systems pointed to Russian involvement.
An explosive-equipped drone was discovered in a secured section of the airport near Ukrainian cargo aircraft and was defused by specialists. German authorities said subsequent findings indicated that three drones may have been involved in the operation.
Berlin responded by ordering the closure of Russia’s Consulate General in Bonn and the Russian House cultural center in Berlin, while also announcing tighter controls on Russian nationals entering Germany and additional measures targeting Russian-linked activities.
Russia has denied responsibility for the attempted attack and accused Germany of fabricating evidence to implicate Moscow.
The Leipzig incident has also prompted Germany to expand its defenses against hybrid threats. Interior Minister Alexander Dobrindt has outlined plans to strengthen counter-drone capabilities and deploy specialized federal police units to protect airports, railway stations, government facilities, and other critical infrastructure.

. . . I should follow up yesterday’s weekend update with a report about what happened when Jared Kushner and Steve Witkoff actually reached Ukraine on Sunday.
If you saw the update, it stated that the key thing in this visit was the sequencing. By having Kushner and Witkoff go first to Moscow (which allowed Witkoff to get all warm and fuzzy with Putin), Trump was making it clear that US policy is to reach a common position with Moscow first—and then try to force Ukraine to accept that position.
This seems to be exactly what happened. After meeting with Kushner and Witkoff in Kyiv, President Zelensky had to admit that little if anything was achieved. Even while putting the best face possible on the talks, he concluded that the ultimate result of the meeting was that “the war will continue”. Zelensky then went on to state that he is now planning on the war going on through at least the winter (which, as I said yesterday, holds out the prospect of being particularly brutal). Admitting this, all he could do was hope that Ukraine was not completely abandoned but received “support for both air defense and the energy sector”.
The USA has made no concrete pledges in these areas—despite all the noise.
Maybe the most revealing moment of the day, however, was when Jared Kushner, sitting next to Zelensky, expressed the Trump administration’s ultimate hopes for the talks. What Kushner said was that he and Trump wanted a “win-win” kind of deal for Russia and Ukraine. The amazing thing was that he said that, thinking he was being positive for Ukraine! He was there, in Kyiv, the capital of a country Russia had invaded, brutalized, and whose soil and people Russia is attempting to steal—and he said he wants to get Putin a “win” of some sort.
He even contextualized the remarks by saying that Ukraine would have to become friends with Russia again—saying that the USA and Germany were once enemies so it could happen. He seems unaware that the US and Germany became friends only after Germany was defeated and conquered—but hey ho.
I suppose in the end all we can say is that the visit was another part of the con being played by the Trump administration. This con is that they will actually do anything that materially helps Ukraine. The Trump administration remains committed to getting Putin what the Russian dictator wants, and whatever it does for Ukraine is to achieve that end. . . .

As Russian soldiers attacked trench lines in eastern Ukraine in 2024, Ukrainian artillery crews opened fire. But the rounds, instead of exploding near the advancing troops, flopped out of launch tubes or landed with quiet thumps, kicking up puffs of dust.
A Ukrainian arms factory, it turned out, had supplied the military with thousands of defective mortar rounds. A burly weapons factory boss, Leonid Shyman, would eventually be arrested and charged in one of the war’s most public examples of defense-industry fraud.
But even as the officials noticed that weapons were arriving faulty, government audits obtained by The New York Times show that Ukraine’s Defense Procurement Agency continued to award Mr. Shyman’s factory new contracts.
The case reflects a persistent pattern in Ukraine's war economy. Seven of Ukraine’s top 10 military contractors won new business despite open criminal investigations for fraud, failures to deliver on earlier deals or the arrest of chief executives for corruption, according to the government audits obtained by The Times, court records and Ukrainian news accounts.
Mr. Shyman, for example, had been the subject of multiple investigations by anti-corruption agencies, including for embezzlement and fraud, when he won that first mortar contract. The government awarded the $280 million deal while he was out on bail on corruption charges.

Russia is economically much weaker than it was at the start of the full-scale war, but likely has resources to fight for two more years, Ukrainian military intelligence (HUR) chief Oleh Ivashchenko told Ukrinform in an interview published on Sept. 7.

Kyiv's wartime strategy has increasingly centered around long-range drone strikes against Russian refineries, oil depots, factories, and tankers, aiming to undercut the Kremlin's revenues and increase economic pressure.
About 40% of Russia's oil-refining infrastructure has been disabled amid Ukrainian strikes, leading to fuel shortages and prompting the country to ban exports of diesel and gasoline.
Ukraine has recently expanded its list of targets in Russia, systematically striking warehouses of online retailers like Ozon and Wildberries.
At the same time, Russia has been facing fiscal difficulties, as record military spending has driven Russia's budget deficit, which soared by 40% in the first half of the year — even as Russian President Vladimir Putin claimed the situation is not "critical."
Ivashchenko said that Ukrainian strikes are contributing to this deficit, "which today stands at $82 billion."
The intelligence chief also underscored the impact of Ukrainian strikes against Russian logistics in the Black Sea, forcing Moscow to seek more expensive routes for its grain exports.
"Russia produces about 130 million tons of grain (per year)," Ivashchenko commented.
"About 80 million are for domestic needs; the rest goes to foreign markets. And this is blocked today," he said, adding that Kyiv views Russia's grain exports as a resource sustaining the Russian economy and therefore its war against Ukraine.

Russia's federal budget allocated a record amount to the war against Ukraine in the first half of 2026. The spending totaled 10.687 trillion rubles, according to calculations by Janis Kluge, a researcher at the German Institute for International and Security Affairs, based on data from Russia's Finance Ministry and The Moscow Times.
Russian war budget has increased
Compared with the same period last year, spending on the military and weapons production increased by another 30%, or 2.46 trillion rubles.
Compared with January-June 2024, Russia's military budget was 65% higher (+4.211 trillion rubles). Compared with 2023, it increased by 145%, and compared with the first year of the war, by 285%.
Compared with the pre-war year of 2021, military spending has jumped more than fivefold.
On average, Russia's "war machine" was "eating up":
• 1.78 trillion rubles per month,
• 59 billion rubles per day,
• 2.5 billion rubles per hour.
A total of 43.8% of all federal budget spending went toward the war, a "new all-time high," Kluge wrote.
Overall, 57.3% of all money flowing into Russia's budget went to financing the military and defense industry.
Compared with previous periods:
• A year earlier, 39.2% of budget spending and 46.8% of budget revenues went toward the war;
• Before the war, the figures were 20% and 19.8%, respectively.
Secret spending
Exactly two-thirds of Russia's military budget is classified, according to Kluge's calculations:
• In the first six months, the Kremlin spent only 3.546 trillion rubles under publicly disclosed defense budget items;
• While 7.141 trillion rubles went through classified spending.
The "shadow" spending from Russia's treasury increased by 42%, and compared with the pre-war period, it has risen more than sevenfold.
Total spending on the war
Since the start of 2022, the aggressor state has spent 57.144 trillion rubles, or $660 billion at the current official exchange rate, on the military and weapons purchases.
This amount can be compared with all of the Central Bank's gold and foreign exchange reserves ($720.3 billion as of August 1) and is 2.2 times higher than the value of Russia's gold reserves ($292.8 billion).
In the 2026 budget law, the Russian government initially planned defense spending at 6.7% of GDP. In reality, however, spending is about 1.5 times higher than planned and reached 10.5% of half-year GDP in the first six months, Kluge calculated.
As a result, the budget deficit has continued to grow, reaching 6.45 trillion rubles by early August, twice the level planned for the entire year.
RBC-Ukraine previously reported that Russia's economy has weakened significantly since the full-scale invasion. However, the resources could be enough to continue the war against Ukraine through 2027 and 2028, according to Ukrainian military intelligence chief Oleh Ivashchenko.

"The first step in liquidating a people is to erase its memory. Destroy its books, its culture, its history", said the historian Milan Hubl in Milan Kundera's The Book of Laughter and Forgetting.
To destroy a man, first destroy his culture: this idea is neither new nor particularly singular.
It was this very idea that prompted the creation of the Hague Convention in 1954 to protect cultural heritage during armed conflicts, after the Nazi regime burned and destroyed innumerable works of art in an attempt to "free" Europe from what they considered “degenerate art”.
Cultural destruction has, however, taken on a new scale with Russia's war against Ukraine. In August alone, according to the BBC, Russian strikes on printing presses and publishing companies destroyed more than 12 million books, as well as 10% of the country's school textbooks.
According to Ukrainian media, more than a third of all books printed this year were reduced to dust.
Ukrainian printers refuse to give in, though. Their calls to buy books from targeted publishers multiply on social media, and, as is often the case when their culture is in danger, many Ukrainians rallied to their cries.
It is, after all, far from their first attempt to protect their art, culture, and language from Muscovite oppression.
As early as the nineteenth century, as the territory of what is now Ukraine was mostly divided between the Habsburg and Russian empires, the authorities had already understood that the only way to sap Ukrainian independence movements was to muzzle their cultural production.
In 1863, the Russian imperial Interior Minister, Pyotr Valuyev, forbade the use of the Ukrainian language in educational and religious publications.
About 13 years later, after a "special conference for the prevention of ukrainophile propaganda," the czar Alexander II imposed a total ban on any Ukrainian-language publication. The "Ems Ukaz," though it was a near-fatal blow to local culture, did not, however, completely prevent the smuggling of Ukrainian books across the empire.
Later, after the Russian revolutions and the creation of the Soviet state, an entire generation of Ukrainian writers and intellectuals was executed or deported, and their works destroyed.
Les Kurbas, Valerian Pidmohylnyi, and Mykola Zerov, known today as the "Executed Renaissance," were all executed on the same day in a forest in Russian Karelia, alongside hundreds of other prisoners from the Solovki camp.
After this operation, of the 259 Ukrainian authors who had been published in 1930, only about 30 were able to continue writing.
Under Brezhnev's rule, repression took a less spectacular shape than these summary executions, but one just as systematic.
A russification campaign was launched, especially in the East and the South of the country, forcing schools to provide classes only in Russian and forbidding history books focusing on Ukrainian independence.
Soviet libraries created special archives for "nationalist" works, keeping them out of public view and replacing them with Kremlin-approved books.
Authors who opposed this repression, such as Vasyl Stus or Ivan Dziuba, were arrested and deported at the beginning of the 1970s. The poet Stus died on the night of September 3 to 4, 1985, merely six years before the independence of the country he loved so dearly, in the Siberian camp of Perm-36.
Neither Brezhnev nor Stalin nor Alexander II can claim to have destroyed several million books in a few weeks.
If the scale and violence of this destruction are unprecedented, however, Moscow's willingness to destroy Ukrainian culture at any cost is clearly not.

As Russia rebuilds its armed forces and defense industry, European countries must prepare for a protracted war and for Ukraine to need support in the “coming months and years,” Elbridge Colby, the U.S. under secretary of defense for policy, said on Sept. 8.
Colby made the remarks at a meeting of the Ukraine Defense Contact Group, Interfax-Ukraine news agency reported.
“We need to be prepared for a protracted conflict and for Ukraine’s needs to continue in the coming months and years,” Colby said.
“We also need to be prepared for other potential contingencies.”
He also stated that the current situation makes it even more important for Europe to support Ukraine while accelerating its own rearmament and reindustrialization.
“Europe must continue — and, if necessary, increase — its support for Ukraine’s urgent battlefield needs through the PURL [Prioritized Ukraine Requirements List] mechanism,” he said, referring to the program under which Europe buys U.S. arms on Ukraine’s behalf.
“The steady supply of ammunition and critical equipment is effective. It remains extremely important to enable the Ukrainian armed forces to hold the front line and prevent further advances by Russian forces.”
According to Colby, European countries must also begin planning stable procurement programs that will support the long-term rebuilding of Ukraine’s armed forces and meet their own defense needs.
“We must plan and implement our investments based on military effectiveness, not secondary objectives,” he said.

The European Union has fallen short of its plan to wean itself off Russian oil and gas, auditors at the European Court of Auditors (ECA) have concluded.
The EU launched the REPowerEU program in 2022 to cut its dependence on Russian energy resources. The program calls for developing renewable energy, expanding connections between EU countries’ energy grids, and diversifying oil and gas supplies. Over four years, EU countries have spent only 54.3 billion euros of the 300 billion euros available for REPowerEU projects.
Four years after its launch, REPowerEU has stalled, even though several hundred billion euros have been made available,” said Mihails Kozlovs, the ECA member responsible for the report.
EU imports of Russian oil and gas have dropped sharply since 2021, from 153.2 billion cubic meters to 37.8 billion. But the auditors say the decline owes less to REPowerEU than to mild winters and lower consumption driven by high prices.
Some countries, meanwhile, continue buying Russian energy resources aggressively. Belgium increased its imports from 2.4 billion cubic meters in 2021 to 3.4 billion in 2024, peaking at 4 billion in 2023. By July 2026, Belgium had become fully dependent on Russian LNG supplies amid disruptions from the war in Iran. A significant portion of that gas is then resold to other EU countries.
According to the ECA, one reason REPowerEU has moved so slowly is that countries themselves lacked concrete plans. To access the program’s funding, they were required to update their national energy and climate plans, but most left out specific measures or targets.
A full ban on imports of Russian LNG to the EU is set to take effect in January 2027.

United Russia Party Chairperson and Russian Security Council Deputy Chairperson Dmitry Medvedev formally articulated United Russia’s commitment to supporting a protracted war in Ukraine and solidified the party’s pro-war stance as part of Russia’s informal state ideology. Medvedev emphasized in a September 10 interview to Russian newspaper Vedomosti Russia’s commitment to the war in Ukraine, to the long-term militarization of Russian society, and to demands for increased economic sacrifices by Russian society.[3] Medvedev outlined the need for Russian society to remain on a permanent war footing even after the war in Ukraine ends. Medvedev indicated that the post-war Russian defense industry should reorient toward stockpiling weapons to repel the supposedly existential threat to Russia posed by NATO and US allies in the Pacific. Medvedev attempted to justify increased tax burdens and obfuscated the Kremlin’s condition setting efforts for the nationalization of private enterprises by claiming that current challenges justify state intervention in the economy. Medvedev also denied that Russia will conduct a mobilization, despite growing indications that the Kremlin is setting conditions for mobilization following the September State Duma elections.[4]
Russian President Vladimir Putin described the United Russia Party as the war party tasked with executing Putin’s ideological aims on August 22.[5] Medvedev is using his position as the United Russia Chairperson to reaffirm the United Russia Party’s pro-war platform and to position the party as the leader of a pro-war and ultra-nationalist informal Russian state ideology. The Kremlin has continuously worked to militarize Russian society through youth militarization, militarized education, and Russia’s Time of Heroes program, which places veterans of the war in Ukraine in government positions throughout Russia and in occupied Ukraine.[6] United Russia’s posturing as the sole executor of Putin’s policies defending Russia against a supposedly hostile global encirclement is similar to one of the roles in which the Communist Party cast itself in the Soviet Union. This posturing supports the Kremlin’s efforts to centralize power, silence dissent, and set conditions to demand greater social sacrifices from the Russian public to support war in Ukraine and beyond.[7]

EU gives final green light to 6 billion euros in defense aid for Ukraine, Patriot missiles purchase

BRUSSELS, Belgium — The European Commission approved a 6.1 billion euros ($7.1 billion) tranche of defense aid for Ukraine on Sept. 11, along with several requests for Ukraine to source weapons from outside the bloc, namely Patriot missiles.
The approval allows Ukraine to use funds from the EU's 90-billion-euro ($104-billion) support loan to purchase U.S.-made PAC-3 Patriot interceptors, one of the few weapons capable of intercepting Russian ballistic missiles.
This, however, does not mean an immediate delivery of the missiles. There is a global shortage of Patriot interceptors, while Ukraine is bracing for a new wave of Russian strikes against its energy grid in winter.
EU member states voiced support for the new defense tranche and the Patriot purchase earlier this week, but the steps still needed final approval from the European Commission.
EU Defense Commissioner Andrius Kubilius confirmed at a press conference in Brussels on Sept. 11 that the EU's executive arm has signed off on the measures.
With the latest package, the EU has approved all of the 28.3 billion euros ($32.9 billion) earmarked for Ukraine's defense under the support loan this year.
So far, 8.4 billion euros ($9.7 billion) of that defense money has been disbursed, a process that can only occur once Ukraine provides receipts for cross-checking. Kubilius said another 4.7 billion euros ($5.5 billion) is now being processed.
In April, EU countries approved the 90 billion euro support loan for Ukraine, intended to cover two-thirds of Kyiv's defense and budgetary needs in 2026 and 2027, to be delivered in tranches.
The loan also includes requirements to buy weapons from the EU and Ukraine. Any item where more than 35% of the value of its components comes from third countries requires explicit approval.
Kubilius mentioned that five such derogations had been granted: three for Ukrainian companies to source drone components, and two for U.S components, including the PAC-3 missile interceptors.
Justifying the decision to grant the exemptions, Kubilius said: "Ukraine's military edge depends on the rapid availability of critical products in the required quantities and within very short time frames."
The commissioner did not explain which countries would benefit from the exemption for drone components, but an earlier such exemption, made in April, allowed Kyiv to source components from China.

Russian President Vladimir Putin said Russia has no intention of threatening European countries, contrary to claims by “European elites”:
"There is no such threat, and there never has been. We are not threatening European countries, and we have no intention of doing so. Why would we? No one even considers the fact that we have no grounds for any kind of conflict with Europe. All issues were settled in the aftermath of World War II."
Putin said Europe, not Russia, wants to change the status quo established after the collapse of the Soviet Union. He warned European countries that sending troops into Ukraine “would mean war with Russia.”
In recent months, concerns have grown in Europe that Russia could attack a country on NATO’s eastern flank, such as one of the Baltic states.
The possible deployment of European troops was widely discussed early this year during peace talks among Russia, Ukraine, and the United States. At the time, Ukraine, the United Kingdom, and France signed a declaration of intent calling for European peacekeepers to be stationed in Ukraine following the signing of a peace agreement between Kyiv and Moscow. When the peace talks ended, discussion of the proposal also faded.
