You're intimating they are from civilizations far more advanced than humanity. The Drake equation speculates about the existence of intelligent life elsewhere in the universe. I concur but, I don't like all the conspiracy theorists pushing an unlikely agenda void of any proof, that they are here.

It's one thing for a pilot or a few astronauts to come out and speak their mind on such things, but when a branch of the military flatly states that … yep, that's real, and we have no clue what's going on ' it SHOULD give everyone a moment to stop and think.

Also, the Navy admitted that those videos shouldn't have been released. Kinda odd for them to admit that. Further, there's more video which hasn't been released that shows the objects in greater detail. Don't expect to see those any time - EVER.
