On a per-capita basis, the 7 worst death tolls are:

New Jersey, New York, Massachusetts, Connecticut, Louisiana, Rhode Island, and the District Of Columbia.

Nearly all of these are outfalls from NYC, which is a singular city in the US for super-spreading size and density, and which came so early in the pandemic testing was barely available (let alone treatment). All of these NYC-associated states peaked early and have declined with no second wave. D-governor states in this cluster did better than R-governor states.

New Jersey: D 33peak/ 0.3current
New York: D 68/ 0.3
Massachusetts: R 27/ 2.9
Connecticut: D 32/ 0.3
Rhode Island: D 16/ 1.2

Louisiana was hit by the super-spreader event Mardi Gras, and DC is ... well ... it's DC, with virtually no local control of anything that happens within its borders.
Louisiana: D 14/ 13
District Of Columbia: 17/ 2.8


The next states with per-capita death rates above the national average are Mississippi, Michigan, Arizona, Illinois, Delaware, Maryland, and Pennsylvania.

Michigan: D 14.2/ 0.4
Illinois: D 8.2/ 0.5
Delaware: D 1.5/ 1.0 (associated with DC; significant anomalies perhaps due to reporting lags)
Pennsylvania: D 12.6/ 1.5

Maryland: R 11.3/ 1.0 (associated with DC)

Arizona: R 11.4/ 5.2 peaked 3 weeks ago
