Well, the when it comes to the US Constitution, the "citizen vote" has never had anything to do at all with selecting the President.

See anything here about people going out and voting for the President - anywhere?

And BTW, despite the MANY Constitutional changes to say, slavery, and who gets to vote, the Electoral College is STILL the law of the land. And there is STILL no Constitutional provision guaranteeing that any citizen vote for President counts for anything.

ETA: But if you can point out to me that whatever is being done is outside the Constitution, we could have a discussion about that.
