I'm sure there are some though. Even around 14 years ago I was visiting my cousin in DeKalb and checking out his properties on the college campus. He said that although meth wasn't much of a problem at all on campus, it was rampant among the "townies". Bored people are going to do drugs no matter if they're in the cities or the rural areas, and somebody is going to be there to provide that service.

But wasting time and money and resources trying to get them is stupid, for all the reasons you list below.

Whenever I'm tackling a big problem my first move is to figure out what work I can do that will give me the most bang for my buck, and usually a good deal of that work ends up fixing periphery detail work that I would have just been wasting time working on if I started with the small shit.

Once you take care of 80% of the problem the other 20% usually ends up taking care of itself.
