What you are saying is if I have $5, but need $10 to do a job, and you say, well, I gave you $1 instead of $5, so you have $6 but hey, I didnt take the funding away totally, so don't blame me, then that's BS. Then when the job doesn't get finished? It's the person's fault who wasn't even in charge anymore. Priceless.
