The same can be said of the Bushites. What they DIDN'T do was increase CAFE standards, or lobby to have SUVs and light trucks classified as "cars" under the CAFE rules - since 99.9% of them are bought and used as CARS, not as work trucks. They DIDN'T fight to get funding for any kind of alternative fuel research.

Hell, the Bushies of the world only wish gas prices would have gone up further, faster. Their zeal to increase drilling isn't about lowering gas prices, because it won't - we're talking about a nickel decrease in the price of a gallon of gas, and that decrease wouldn't hit us for some 16 years. Their enthusiasm for more drilling is solely about trying to cash in on high oil prices, hopefully while they're still high. And if they have to invade Iran to remove its oil from the world market to drive prices even higher, then so be it, and the sooner the better.

Also, truth be told, I can't really get upset about high gas prices. Why? Because I've been driving fuel-efficient cars for the last 20 years, and have been enjoying the shit out of myself for pennies a day.

What I'd like to know is, who are these people who were actually so freaking dumb as to buy a bloated station wagon - er, I mean "sport-utility vehicle (talk about a misnomer; there's no sport and damn near no utility in these pigs) - and think that cheap gas was going to last forever? I mean, surely the Iraq war had NOTHING to do with cheap oil, right? Right?

If you drive a truck or full-size car for a living, I feel for ya. But if you bought a ginormous wannabe-off-roader just to show off for the neighbors and to commute yourself and your Starbucks triple-double-espresso-half-caff-with-a-twist, then you deserve everything you get - which will be next to nothing when you go to sell that pig!

Listen 'mike', the oil companies aren't the bad guys here. They don't set the price for oil, they only sell it. This ' nickle a gallon and not for another 16 yrs ' crap is just more ridiculous hyperbole that's getting worse and worse as the Dems get more desperate.

There are oil wells standing right now, off the coast of California, ready to be refitted and could start producing w/ in the year. THIS year. 5 years is more likely the time frame to get new oil, not " 16 ".

And I'm sure you find it mere coincidence that Bush merely ends E.O. which bans off shore drililng , and gas prices start dropping like a rock. The prospect of new supplies of oil eased the tensions for the speculators, and the price of oil has slid ever since.

Hello,

I only own one vehicle currently, and it's a Kia Sportage SUV from 2002. Better than a station wagon, it lets me drive on unpaved roads and steep rocky inclines in the desert so that I can find secluded spots to shoot my guns away from civilization.

If I had my preference, I'd probably drive a Toyota Rav4 electric with a solar panel on the roof... but they don't make them any more.

Perhaps there is an argument somewhere between, "Oil companies have zero control on the price of oil" and "Oil companies have one hundred percent control on the price of oil."

I suspect that supply and demand has some influence, for instance. I suspect that oil producing nations have some effect on supply, independent of the oil companies.

I also suspect that the oil companies have an effect on supply as well, as I see oil companies and oil producing nations as working together. Such, when a decision is made to affect supply, I suppose them to have both had input.

I'm always ready to learn something new, though.

As an aside, it is interesting to note that consumption can be affected by factors aside from the consumer. I was astounded by this.

Some years ago, in California, an initiative was made into law requiring a percentage of vehicles sold there to be 'zero emission' vehicles, essentially meaning electric.

This initiative would have had the effect of diminishing gasoline consumption in the state. But it was not, according to my best knowledge, oil companies or oil producing nations who chose to interfere.

While complying with the initiative, car manufacturers began a successful lobby to get the law changed. Then they recalled all of the electric cars coveted by many consumers at the end of the lease period.

Hence we have at least one occasion where demand for oil was affected by car manufacturers adjusting their supply of cars.

Fortunately, the pendulum has begun to swing again.

Oil companies negotiate their oil prices under long-term contracts with producers.

The ONLY place that buys oil on the spot market (the price per barrel you hear about in the news every day) is China. Therefore, oil companies are paying lower prices for oil under their long-term contracts - but charging YOU the spot price for the refined product.

It's not about their costs going up - it's about what they can get away with.

OTHER things that affect the price at the pump - speculation which drives up spot prices (which are not related to the price oil companies pay for oil, but make good cover for price increases), US oil reserves (spot prices oddly enough are set by a very small oil producer in the US and can be reduced significantly when the US releases oil from its reserves - but see spot prices and the cost of gasoline, above), collusion between refiners ('nuff said), unwillingness of all but one company to develop refineries that can process sour heavy crude which is abundant and really cheap rather than sweet light crude (most are busy making $$$$ from refineries that were built 60 years ago, Valero is the company that can now process heavy sour crude, so they are buying cheap and selling high), then there's the value of the dollar ... sigh, I have to get to work. I hope to be back later.

Exxon doesn't set the price for the world oil market, dumbass. Neither does BP. Or Chevron, Crown, Conoco, Shell, Sinclair.... the dozens of oil companies which AREN'T a part of OPEC.

Sure, oil companies try to buy at the best price, because they're in it for a PROFIT, moron. But to think that Exxon or any other oil company can simply tack on a few cents to the gallon of gas they sell because the CEO wants a new yacht only shows what a true idiot and total pin head you truly are.

S'wenyways - Rap and whoZIT would like to pretend that a world exists that doesn't, in reality.

Here are some of their delusions, as compared to reality:

• Opening up offshore and Alaskan drilling is going to lower the price of gasoline. This is based on a number of delusional beliefs.

1) The oil companies need the leases. In reality, oil companies have literally hundreds of thousands of acres of existing oil-leases - that they aren't exploring. (So why pursue even more if you aren't using the ones you have ? The only reason is to lock up ALL potential sources and have an iron grip on them till far, far in the future.)

2) Alaskan and offshore resources are significant. In reality, they make up less than 2% of average daily oil demand in the US.

3) If you open up drilling, the price of gas would drop. In reality, it takes roughly 20 years to develop an oil field. That’s a long time to wait at the gas pump for those prices to go down.


• The international oil business is competitive capitalism. In reality, if it was, you'd see actual competition for your business. Companies would be looking for ways to drops their prices to get more market share as compared to other companies. For example, they would base the price of their product on actual cost instead of some manipulated and unrelated figure like the spot price (wink, wink), wouldn't be flaring-off product so freely (ie they would waste less), would upgrade their refineries to process cheaper crude and other raw materials - and take other measures to actually, you know, compete. For your business. That doesn’t happen.


• Conservation won’t help. In reality, correctly inflating tires - a no cost solution if you go to the right gas-station – can get you up to a 40% (!) increase in mileage – while slightly over-inflating your tires above recommended gets you an additional 4 percent. Yeah, you have to remember who you're dealing with here. These are people who actually idolize (and want to put on Mount Rushmore) a President who said, "Facts are stupid things."

Is Obama saying that this is ALL we should do to curb energy use? No. He's saying these kinds of things are just tiny things WE can do to HELP - both to help reduce oil imports and to help our own wallets.

You guys on the right are all about your own wallets, right? Isn't the bottom line really the bottom line with you? If so, then how the hell does doing things that take next to zero effort on your part - and actually save you money and use less gas - how are these things BAD ideas?

Are you honestly of the opinion that we should do just the opposite of what was suggested, simply because it was suggested by a Democrat? Cool - I'll go underinflate my tires right this minute. And whenever possible, I'll be sure to leave every light in my house on, the A/C set at 50º, and I'll be sure to dump my used oil in your yard, since oil spills aren't harmful to anything.

Oh, and by the way, Obama has said that in light of the recent spike in gas and oil prices, we shouldn't completely discount the idea of some increased drilling. But I guess that's just a flip-flop, huh? If it were McSame saying it, he'd be "modifying his position to reflect the realities on the ground". One man's thoughtful reexamination of the issues and facts is another man's flip-flop...

Of the 42 MILLION acres of Federal land currently leased by oil and gas companies, only about 12 million acres (28.5 percent) are actually being drilled to produce oil and natural gas.


Of the 90 million offshore acres the industry has leases to, mostly in the Gulf of Mexico, it is estimated that upwards of 70 million are not producing oil, according to both Democrats and oil-industry sources.


... in the five western basins that contain "most of the onshore natural gas and much of the oil under public ownership within the 48 contiguous states," the study found that 88 percent of the natural gas and 85 percent of the oil is on land open to leasing (Energy Inventory 2003).


- On the Outer Continental Shelf, 82% of federal natural gas and 79% of federal oil is located in areas that are currently open for leasing.
- Onshore, 62% of oil and 84% of natural gas resources are either fully accessible under standard lease stipulations designed to protect lands and wildlife, or will be accessible pending the completion of land-use planning or environmental reviews.
- Between 1999 and 2007, drilling permits for oil and gas development on public lands increased more than 361%.
- Since 2004, the Bureau of Land Management has issued 28,776 permits to drill on public land; in that same time, only 18,954 wells were actually drilled.
- Oil and gas companies have stockpiled nearly 10,000 extra permits to drill that they are not using to increase domestic production.
- Onshore, of the 47.5 million acres of federal lands leased by oil and gas companies, only about 13 million acres are actually producing oil and gas.
- Offshore, only 10.5 million of the 44 million leased acres are currently producing oil or gas.
- Combined, oil and gas companies hold leases to nearly 68 million acres of federal land that are not producing oil and gas.
- The 68 million acres of leased, inactive federal land could produce an additional 4.8 million barrels of oil and 44.7 billion cubic feet of natural gas each day.
- That would nearly double total U.S. oil production, and increase natural gas production by 75%.
- 4.8 million barrels of oil equals more than six times the estimated peak production from the Arctic National Wildlife Refuge.
- Development of and production from the 68 million acres currently under lease but not in production would cut US imports of oil by one third.

The world's cheapest oil to extract comes from Saudi Arabia and costs $2 a barrel. But that oil, over 8 million barrels a day, is pumped mostly by the Saudi national oil company and is largely off-limits to Western oil firms.

For Western firms, it can cost as little as $5 to $7 a barrel to pump the most easily accessible oil from places like Venezuela or Azerbaijan, said Fadel Gheit, a senior energy analyst at Oppenheimer.


The costs don't stop there. On top of the $5-$7 production costs, there's also the the money it took to build the pumping facility. At several billion dollars a pop, capital costs typically add another $5 to $7 a barrel.

And that's the cost of producing oil in the cheapest regions of the world. Factor in expensive fields like the deep water Gulf of Mexico, the tar sands of Canada or water-laden output of Texas, and the average production and capital cost is somewhere in the low teens to mid $20s, said Gheit.

Still not bad, considering the selling price.

Enter government.

Gheit said taxes and royalty payments can range from 40 percent of profits in places like the United States to 90 percent or more in places like Russia or Libya.

"It's a very complex equation," he said of trying to figure out just how much it costs oil companies to produce oil.

But if production were just the only concern, big oil companies like Exxon Mobil (Charts, Fortune 500), Chevron (Charts, Fortune 500) and ConocoPhillips (Charts, Fortune 500) that both pump and refine oil would have seen record profits in the latest quarter. Unfortunately for these companies, they are also buyers of expensive crude, not just sellers. In fact, they refine more oil than they pump themselves.

A lot more. Exxon refined 5.6 million barrels a day in the third quarter 2007, but only pumped 2.5 million barrels a day. Chevron sold 3.5 million barrels a day of refined products but only pumped 1.7 million barrels of oil. Conoco refined 3.1 million barrels but pumped just 774,000.

These companies don't get a deal on the extra oil they must buy to refine, analysts said.

"Generally speaking, they have to pay fair market," said Peter Tertzakian, chief energy economist at ARC Financial, a Calgary-based private equity firm. "If the refineries need it, they have to buy it."
