In case you're not..."Effective Barrier" in this case means something material that blocks or is intended to block passage, as well as producing the effect of blockage on a consistant and onging basis.

If this criteria is observed during the design phase of the effective barrier, all manner of contraption to breech the barrier should be anticipated. Those who build the barrier who fail to incorporate countermeasures for previously successful and potential contraptei into the barrier should not surprised or threaten retaliation when they get three stooges slapped and hit in the face with a shovel.
