I'm just saying that it's easier to check up on REAL #'s with real people, than to wave your hand and say " oh, 7 folks live under that bridge " and none of those 7 folks live anywhere else, either. Per the issue of the census, it's far easier, imo, to commit fraud when you don't have to put an actual name to an actual physical address.
