I don’t know where you heard it either, because the ethic of reciprocity is so widely stated it could have been anywhere. It’s certainly one worth pointing to thought. Never? Never ever? What if by torturing someone you prevent the torture of everyone else? You'd condemn all but the torturer to torture by your failure to act. Thats seems unreasonable.
