The deal is seen as sealing an increased level of trust and cooperation between the U.S. and Russia, who possess the vast majority of the world's nuclear arms and have labored under strained relations in recent years.




If there's a down side to this, I've not heard it.

'Security Theater' on a Global(ist) scale .

" Security theater consists of security countermeasures intended to provide the feeling of improved security while doing little or nothing to actually improve security. The term was coined by Bruce Schneier for his book Beyond Fear, but has gained currency in security circles, particularly for describing airport security measures. It is also used by some experts such as Edward Felten[3] to describe the airport security repercussions due to the September 11 attacks. Security theater gains importance both by satisfying and exploiting the gap between perceived risk and actual risk.

Definition

Security theater has been defined as ostensible security measures which have little real influence on security whilst being publicly visible and designed to demonstrate to the lesser-informed that countermeasures have been considered. Security theater has been related to and has some similarities with superstition.

Disadvantages

Security theater has real monetary costs but does not necessarily provide tangible security benefits. "

Well, kinda good news. Russia, as far as superpower nations are concerned, has lost it credentials in recent times. It's overall position has been weakened, hence the bowing and scraping to keep the peace.

Still though it can be a good thing to have a major power, weak or not, join forces with us to lead the way in powering down. If stockpiles are reduced then, supposedly, there's less of a chance some idiot will push the button thinking "we can win this". The smaller nations hopefully will follow suit. Unlikely, but one can hope.

Gettin' old, but still a hippie at heart...


From my point of view, it's good in that since the USSR broke up, their control over their nukes has become iffy and I've heard of plutionium having been pilfered, etc. The fewer there are over there, the better.

Aside from that, it's political theater, I agree. Both sides, and others, have quite enough nukes to start a world war, and quite enough nukes to annhilate the other side. Still, baby steps...

Of course, there ARE a couple of potential downsides, depending on which side of the aisle you're on for one of them.

1) If the Russians are dismantling warheads, they're going to have some sizable quantity of weapons-grade nuclear materials on their hands, and an aching need for cashy money. That could go badly. We're going to need some good verification methods to oversee the transfer of materials and to ensure their security and safety.

2) This is in one sense a brilliant purely political move on Obama's part. Sure, it's a good outcome, but I think the timing's more than a coincidence. Several top-tier Republicans - including John McCain and Mitch McConnell - just announced in the last few days that they're going to do nothing but obstruct, obstruct, obstruct, and won't be going along with ANYTHING the Obama administration proposes, or the Democratic legislature brings forward.

So - and there's no partisanship in my pointing this out; I just find it amazing political gamesmanship - this puts Republican leadership in a bit of a pickle: do they go along with Obama for a safer world and the greater good, or do they go with just trying to block anything and everything, in an effort to KEEP Obama from scoring any more political wins on their watch?

It might be an interesting ratification process, and I don't expect that it will go easily...

But yes, in answer to the original question, it certainly DOES seem like a good thing and a laudable goal well worth pursuing.

Being the cynic I am, I have doubts this will do much of anything in terms of safety or on the global scene. But I do see an opportunity here. I hope Russia will either sell us some of their radioactive material to use in our space program, or agree to a condition to use it in their own space program.

Die hard Republicans will see this as weakening US military and cartering to foreign influence. Obama's "brilliant strategy" will earn no political points, and Republican obstructionists will be lauded for their obstructioning by their constituents.
