Hello,

California is often at the forefront of speculative lawmaking, under the theory that it is safer to regulate than to wait.

I don't necessarily agree, but disclosure laws don't bother me in the least.

However, I must be confused about how these phones work. They emit RF, which must be powerful enough to reach the nearest cell. The physics of radio would seem to necessitate this being relatively consistent from maker to maker.

Am I mistaken?

Radio waves are a fairly large part of the EM spectrum, and service provided by a station is assigned a range of frequencies. Cell phones are like radio antennas, recorders, and transmitters combined in one.

I would imagine that the 'transmission' part of the equation is where most of the EM radiation comes in. You don't generate much radiation when you receive.

Different makers will decide different minimum outputs. Higher output means more range and stronger signal, there's more too it but thats the readers digest.
