Trying to get this place going again...I know we all lost a day (glitch?), so I'm looking for some stuff to kick-start discussions again. I know this was covered a while ago, but there are new developments:

Now the agency is up for a complete overhaul.

The Minerals Management Service (MMS) has been renamed the Bureau of Ocean Energy Management, Regulation and Enforcement by the Obama administration.

Plans are to split the agency up into three separate divisions, all under the Department of Interior. The idea is to remove an apparent conflict of interest - charging one agency with both ensuring safety and maximizing oil revenues for the federal government.

But the plan is drawing fire from nearly everyone involved.

Environmentalists say the reforms don't go far enough. Offshore drillers say they are not being consulted. Congress says information has been slow in coming. And Government watchdogs say they lack transparency.

Environmentalists: Their biggest complaint is that there will be little change because the agencies will be largely run by the same people.

MMS was formed by executive order in 1982 under the Reagan administration.

Big Oil plans 'rapid response system' for Gulf
Reagan carved out the MMS over frustrations with other federal departments in charge of offshore drilling at the time - namely, they were too slow issuing drilling permits, said Kieran Suckling, head of the Center for Biological Diversity.

The problem, according to Suckling, is that even under the reorganization, the new agency is still only tasked with facilitating energy development. He'd like the agency to be also tasked with improving the environment.

The agency could be given a dual mission, say, permitting offshore oil drilling and ensuring healthy fish stocks.

Otherwise, they are simply focused on energy and "as such, will continue to fall prey to cutting corners and influence by the industry," he said.

He also wants the directors of each new branch to be confirmed by Congress, adding an additional layer of oversight. (oh, goodie, "confirmed by Congress...and that works so well now!)

Drillers: They say problems at the old MMS have been exaggerated. But now that reforms are coming, they say they have not been consulted on decisions that will impact their industry the most. (THEY should be consulted? Didn't they about RUN the MMS??)

They're nervous that, like the drilling moratorium, this lack of communication will lead to delays in getting drilling permits and put people out of work.

"Because no one consulted with industry on [the drilling ban], I don't think anyone knew what they were doing," said Randy Stilley, chief executive at Seahawk Drilling, a Houston-based firm. "There's a lot of confusion at the Bureau today."

Congress: Lawmakers were frustrated that Interior Secretary Ken Salazar took so long to send them a reorganization plan.

That plan has since arrived, and one staffer on the House Committee on Oversight and Government Reform said it covered many of the issues raised by lawmakers.

Still, the staffer said there are "many questions" unanswered, and that Obama's plan to keep all three new divisions within the Interior Department may be problematic.

There even seems to be some support for a stand-alone agency, similar to what Suckling is proposing.

"I personally would not like to see it broken into three smaller parts, but rather its own independent agency, one that's more similar to the EPA," Rep. Darrel Issa, R-Calif., said during a hearing on the reorganization Thursday by the oversight committee. (YES! I agree)

Government watchdogs: They say the whole process hasn't been transparent enough.

Despite talk from the administration praising the Internet as a great new tool to foster open government, they say there's been little effort to post offshore drilling documents online.

John Wonderlich, policy director at the Sunlight Foundation, cited Obama's recent example of problems at the old MMS - the one where MMS inspectors let industry fill out inspection forms in pencil, later completed in pen by agency employees.

"Why do we have to trust this story," said Wonderlich. "Why can't we see those forms online?" (Damned straight! So much for "transparency in government". Didn't someone promise us that somewhere along the line? I can't remember quite who...)

He called for all sorts of oil industry documents - including well plans, safety inspections, and emergency response scenarios - be posted online, not just available on paper at a regional office. So far, he said that doesn't seem to be happening.

"This reorganization treats transparency as an after-thought," he said.

When asked to respond to all these concerns, a spokeswoman for the Interior Department pointed to a statement Salazar released along with an outline of the reorganization plans.

The "reorganization is not the sole means of addressing the problems," read the statement. "But it is an essential element of a broader program."

The shakeup isn't set to be complete until at least early 2012. Judging from the list of concerns, the administration may need all that time, and then some. .

As I said before, I can't go until I can do so under the auspices of an organization. At this point it's IBRRC and they said they're sending people in August. With luck I'll go then. If not, later; they are going to need replacement volunteers for a long time, as their own can't help but be burned out. If another organization gives me a chance first, I'll contact IBRRC (because I'd rather go with them, it means I can work with the wildlife). If they're not planning to send me, I'll take up the other agency.

Does that answer your question, or were you asking facetiously when I'd be going to help reorganizze MMS?

Okay, I'll explain again.

If I don't go under the auspices of an organization, I have to find my own place to stay, eat, etc. Any organization I go with will either provide those or have access to cheap lodging. You want me to put that money to the best use, don't you?

Second, if I just went by myself, I wouldn't know where to go or anything; I'd waste valuable time trying to find where I could be of most use. I know with an organization they'll have the best chance of utilizing me to good purpose.

Third, I know in WulfWorld, HitGirl would go blazing in and save the day. This is the real world. BP has the situation tied up so that only their paid workers are allowed to do beach cleanup, so I'd have to sneak around to do whatever I could, which wouldn't be much. I have registered with organizations in Florida, where I hear they are telling the gov't and BP to stay away, they'll clean their OWN beaches, etc.

I've had an couple of e-mails from organizations (one I posted) in LA and FL, planning one-day beach cleanups. I didn't go bacause one day doesn't do much, and again, see above. I want to do the most good I can for the money (and my time/effort), so I'm going about it the best way possible.

If you don't like how I'm going about it and feel your money is being wasted, I'll refund it happily. This will be going on for many months, if not years; people are bound to burn out and they'll turn to us who don't live nearby. Right now every organizatio I've registered with has made it clear that they will be calling up RESIDENTS first; IBRRC, being specialized, will be utilizing all its volunteers from everywhere (and I'm already on a list to go with them).

IBRRC people will be most likely to burn out before the other organizations will need more volunteers; they have a finite number of people in their organization who can go, as opposed to residents of the Gulf who are many. They are my best chance to be most effective (and to use my spare time to "spy"); they're organized and know exactly what they're doing.

Please let me know if you want your contribution refunded, I'll be happy to do so. I won't need more than travel money for the most part, depending on what housing IBRRC has set up. I currently plan on spending the rest in the Gulf, to help the people there who have lost business because of the tradgedy. But if you're not happy with how I'm going about it, I'll send you back your money.

I'm having more trouble waiting than anyone, believe me, but I'm trying to do this right.

Actually, given you're the first person who doesn't trust me to do this the best way I can, perhaps it's best I refund your money right away.

People are trusting me to to get the most use out of their funds. If you think I can be some hero who just goes in and bumble around and fixes things, you contributed with the wrong idea.

By the way, I'm not going with the "permission" of an organization, I'm going under their auspices. Which means they're responsible for me; they have the onus of already being set up and organized to use their people to best purpose, and they are responsible for either providing housing or having made deals with local housing.

That's just FYI.

Plese tell me if you want your funds back, so I know what I'm going down with. I still have to buy gloves, boots and anything else I'll need, once IBRRC calls me up and tells me what to bring. So I need to know what I have to spend.

If you want heroes, go yourself. I don't want to be a hero, I want to get as much done as I can with the funds and time available. And yes, I'm pissed; I realize you live in WulfWorld, but I don't, and I'm putting a lot of time and effort into finding out how I can do the most possible, so it's irritating to have you insinuate I'm being cowardly by not rushing down there now.

This is serious for me, not a game of Good Guys and Bad Guys. It's not just about doing what's "right", it's about DOING it right.

Sorry, Niki. I thought that you made excellent comedic use of the 'Hit Girl' reference. I did not realize when I wrote that what you were REALLY referring to.
