The differing state tax laws of Utah and Mass. were to blame for this. If Romney lived more than half the year in Utah, as he did when saving the Olympic Games, he was required by state law to file a resident tax return. If he maintained a residence in Mass., regardless of how much time he lived there, he could file a Mass resident tax return.
