Does that matter? According to the GOP, it doesn't matter as long as they think they can impeach Obama for it. Or preemptively impeach Hillary (even though she hasn't announced if she's even running for office), however that's supposed to work.

You seem to indicate that nobody KNOWS/CARES who was responsible or what really happened, but you've been very, very, VERY willing to lay it all at the feet of the president and the State Department.
