You might want to double-check your sources, at least as far as the local government being prepared... Last I heard (yesterday), Ray Nagin still wasn't sure that mandatory evacuations were needed.

And if no other lefty-liberal will say it, I will: Why the hell is this guy still in office? After Katrina, is it really the time to second-guess and wonder if evacuation is the best idea?

The problem with mandatory evacuations is, by the time you need to call for it, it's too late to effectively do it.

Nagin: Resign already; you're an embarrassment.

On the flip side, the state and federal officials seem to be VERY intent on learning the lessons of Katrina. Nagin? Not so much...

They NEVER do interviews of folks who prepared properly. Those must be made fun of as "loony survivalists".
