No, not really much to do with the GOP, I think. This has more to do with the issue of possible oppression of artistic liberty.

The guy just happened to do some portraits of Obama, as we all know, he was a vandal long before then.

To be a vandal, is it that you deface property (which in my opinion this man does not do, and his work is art)? Or is it cosmetically altering property without the permission of the owner?
