The Truth about Financial Reform will be posted here when I edit this post. Right now I have nothing more than a hunch that this is looking all panic of 1907-jekyll islandy, and something snuck in while everyone was talking about repealing the federal reserve act. My suspicion would left me to believe that the FED, or international bankers in some form, would seek to:

1. Gain the right to mint their own money on their own terms without approval from congress while disallowing others to do the same

2. Internationalize their new minted money and give it authority over all other moneys by fiat or sheer volume of circulation

3. Allow it to take over any free financial or industrial concerns by regulatory control or again sheer volume of implied capital
