What are the Russians saying to us?

Hello,

I generally assume these sorts of incidents are a form of communication. But I don't know enough to know what the Russians are trying to say. Nor do I know what the United States is trying to say in response.

Anyone have any ideas?

Testing the USS Taylor's defense. Basically seeing if they blink. In international waters they are monitoring the ship then buzz for GQ response time, tracking devices locking on to aircraft, and photo recon. First aircraft just curious, second definitely checking it out, the helicopter taking pics and listening as the other aircraft. Now is the ship in or near Russia air and sea boundary. Is the Taylor near any Russian Naval Fleet activity. Is the Taylor tracking Russian subs or an exercise with allied subs. I am ex sailor from the cold war days. US boundary is one mile out. Three miles out the Navy takes over the airforce handles one mile in back in those days. Soviet Bears buzzed ships coming out of the yards from Cuba. It happened to the USS Coral Sea. The Navy Air Wing had to be alerted to take off and intercept. When they buzz they are low and fast. It can be dangerous. In the cold war in international waters means real war is going on no good guys or bad guys. Each country could trap and shoot. Alot of things have never been reported as battle damage. When ships run in to each other there is more to the story than told. Been there done that. Russia is a competor for natural resources which in my opinion is the future wars. OIL, Water, Copper, and so on.
