Do you think our congress could argue over 38 BILLION without war?

Yes. You and the party you support 100% of the time have already proven that. You had the chance to cut the defense budget and cut military (war) spending, and you instead decided that it was far better to gut spending on social programs that help the poor and elderly, that take away from the working class and middle class and give to the rich, who are already increasing their wealth (and not creating any jobs) at record levels.

I do not think Ron Paul would spend anything on war. Part of his central platform is an isolationist stance with zero foreign adventurism. "Trade with all, War with no one" sums up his policy.

Plus no war unless Congress declares war. The old fashioned way. With a declaration.
