The British press should be regulated by an independent group supported by law and with the power to fine, a judge recommended Thursday in a long-awaited report sparked by a phone-hacking scandal at Rupert Murdoch's News of the World tabloid.

Judge Brian Leveson said he was not recommending that Parliament set up a press regulator, but that the industry should create its own, which would be backed by legislation to make sure it meets certain standards of independence and effectiveness.

"The legislation would not establish a body to regulate the press; it would be up to the press to come forward with their own body," he told reporters in London.

Prime Minister David Cameron, who asked the judge to prepare the report, told Parliament after its release that he agreed with Leveson's recommendations for a new strong, independent regulator for the press.

He said the onus was now on the press to implement the report's recommendations, "and implement them radically."

But Cameron said he was not convinced legislation was needed to underpin the new system -- and that he had serious concerns about taking that approach.

Interesting issue. Comes up against "freedom of the press", but at the same time, Murdoch's guys were able to get away with some pretty awful stuff and really impact some people's lives. I wonder if this is the answer?

I am not interested in seeing a Comic Code Authority applied to the news, especially not one connected to the government, even secondhand.

You prevent these injustices by arresting and punishing those involved in them and making them examples of what not to do.

The United States is a good example. We didn't just create new rules emphasizing the wrongness of torture and illegal wiretapping. Instead, we thoroughly investigated and prosecuted everyone involved in the illegal acts, making it clear that no one would ever escape such a scandalous violation unscathed. The individuals who performed and ordered such violations now stand as villains of history, held up to the world as pariahs who committed the sin of violating the trust and sanctity of the people.

At least, that's what happened in Realville, an imaginary world not to be confused with Reality.
