Report: White House knew exchange was deeply flawed, proceeded anyway

In case you thought Shutdown Theater was the only way in which the Obama administration chooses to display its stubbornness (from the Washington Post):

"Major insurers, state health-care officials and Democratic allies repeatedly warned the Obama administration in recent months that the new federal health-insurance exchange had significant problems, according to people familiar with the conversations. Despite those warnings and intense criticism from Republicans, the White House proceeded with an Oct. 1 launch. ...

"Two allies of the administration, both of whom spoke on the condition of anonymity because of the controversy surrounding the rollout, said they approached White House officials this year to raise concerns that the federal exchange was not ready to launch. In both cases, Obama officials assured them there was no cause for alarm.

I have never seen an online service that did not have launch issues the first few weeks or even months.

This includes mainstream multiplayer games that supposedly had years to anticipate the issues. One notable game I recall was in development for ELEVEN YEARS and still had such severe problems at launch that it tainted reception of the game (itself actually a pretty fun well made game) and has never really rebounded.

Nothing can be that reasonable or simple for our resident right-wing extremist; ANY problem must be Obama's personal fault, and he must have done it deliberately, or somesuch--anything to, well, you know... Obviously Obama should have called the computer people personally, or gone over there and chewed them out, in between personally putting up barracades and closing monuments...

Yeah, heaven knows computerized systems never have problems, especially new ones, especially new ones that get massive amounts of traffic. Never happens. Nope.

I've had incessant, continuous problems with any number of long-existing computer systems--but I'm sure I'm the only one. Our healthcare system just screwed with me...again...private insurer, private company, and they're all screwed up. But that's "private enterprise", so it's okay. And I DREAD having to deal with AAA on line, it ALWAYS goes wrong. Literally, every single time! I can't get them to stop sending me PAPER BILLS (one each for auto, home, motorcycles), even tho' they just go straight in a drawer because we've got auto-pay and do everything on line. No "ideology" and "false pride" there. But I'm sure everyone else's experiences are different from mine...you betcha. Ooops, while posting I see Byte's experienced problems with computerized systems, too...well, we're no doubt the only TWO who ever have...

I think Rap has to get up every morning and find SOMETHING to scream and holler about or his day doesn't start right. It's okay, we understand.

Amen, Story. And given that, a website built to handle how many thousands and thousands of people in one day? Wouldn't it be rather miraculous if it DID work perfectly?

I've had a LOT of experience with websites screwing up, given I do all my transactions on-line, not by check, and they screw up daily. And these are websites for big companies like AAA and United Health Care and PG&E and Comcast, who never experience the kind of traffic the ACA has in a very short time. I report the glitches, and within a couple more times going to the website, something ELSE goes wrong, and I report that, and...

But he does go on, doesn't he? Gotta convince SOMEBODY, SOMEHOW...

Except it has. The Federal Employees Healthcare Benefit System has been working for years, providing Federal workers with information about available plans, an enrollment system, and a method for changing plans.

Many of us don't disagree with you guys that government is too big...it's just what YOU want to cut that we disagree on, and that we would rather see things made more efficient and less waste/corruption/pork than kill things left and right.

Oh, yeah, and we're smart enough to know that EVERY administration "doles out" millions of taxpayer dollars to companies that donated to their campaign...shall we discuss the Bush family's oil connections, through how many years? Or Cheney and Halliburton? And on and on and on. It seems to be only people like Rap and Jong who insist ONLY "Democratic" administrations do such things. Get real.

I don't have major problems with the ACA. I just understand that it's gonna be a cash cow for a lot of folks, and not deliver as promised, like a lot of government programs. I think the health care insurance and services actually needed could have been done a lot more cheaply and efficiently.

By 2017 each state will be able to go off the Federally-mandated plan, and choose their own. At that point, a lot of states will go single-payer. I'm looking forward to that day, because what Obamacare needs is improvement, not to be killed, and in 2017 that improvement will start.

One of the things that the whiners and spittlers seem to forget is that the implementation of Obamacare is a very state-to-state process. Whether the federal website works or not is hardly relevant, because the information that you NEED to get comes from YOUR STATE. So if YOUR STATE website crashes, that's a problem. OTOH, that's not the federal government's fault, and it's not the federal government's problem to fix either.

Jongssie, Boner, and crappy are all fussing about stuff that's going to fundamentally change in three years. These guys are so obsessed it's not even funny. My god, they're so fixated on little stuff: Obama's birth certificate, the bow before the Sultan.... seriously, it would be great if these guys got their heads out of their asses and looked around at the real world for a change.

/) goes into detail to illustrate the scale of the operation the site's designers undertook. It uses analog of party-planning to explain, in part, why the problems were probably inevitable and largely have nothing to do with the essentially superficial problems that have gotten so much attention.

Put simply: there's only one birthday girl (a finished enrollment), but there are lots of tasks to complete before the party and during it. The Sunlight author concludes:

"Fixing those sorts of bottlenecks can be easy or difficult, [but] the boring truth is that it's hard to say definitively from outside the system. Much harder than carping about uncompressed Javascript, at any rate."

Almost all the technical analyses I've read conclude the same way: the project was poorly tested and over-bureaucratized, but it'll probably straighten out. I am not sure conservative critics read to the end of these articles. One Ted Cruz staffer gleefully tweeted out a link to a piece about the site's password woes (headline: "Obamacare site hits reset button on passwords as contractors scramble"), but apparently didn't get to the second paragraph: "Now, a week later, the site appears to be stabilizing, with waiting times dropping dramatically for those who haven't been able to register before."

All in all, proper coverage of the rollout would treat it not as "man bites dog", or even "dog bites man", but rather, "dog displays indifference to man, but man will be back later with beef jerky and some toys, hopes to create bond with dog that will last a lifetime."

Of course, it's that lifetime bond that makes critics so nervous. Their real fear isn't that ACA and its attendant infrastructure won't work; it's that it will.

If its structure was really so deeply flawed, why would conservatives be so suicidally intent on preventing it from taking full effect? For that matter, why are they so sure that the rollout's problems aren't exactly what the administration wants, bwahahahaha? Don't put it past the architects of the Benghazi cover-up to put out a bad first draft just so they can impress you with the second iteration! It's not really that crazy a theory – at least, in so far as the next version of the exchanges problem will work exponentially better. And more distressingly to conservatives, it won't be too long until the ACA isn't a new and scary socialist plot, but just part of American life – like social security, whose implementation had similar organizational headaches and a raft of bellicose critics whose complaints were quickly anachronistic and served mainly to scare off potential beneficiaries. (The SSA official history drily comments that by the time one set of muckracking stories hit the newsstands, the errors it trumpeted "were less than 1% of total wage reports, suggesting the articles reflected political differences rather than administrative inefficiency." Ahem.)

Conservatives, tech geeks, and comics had fun with the administration's attempt to smooth over commentary about the exchanges with a comparison to the introduction of Apples iOS7. The analogy does miss the mark – not because iOS7 is relatively stable (and prettier), but because iOS7 doesn't attempt to fundamentally change the way people think about their relationship to the world around them. iOS7 isn't even a significant change in the way we think about the technology it controls. To the extent that one can make an analogy between Healthcare.gov and consumer software or hardware, the ACA is the Apple Newton: a first attempt to get people to interact with their environment in a different way.
