The TSA ain't gonna be happy until every passenger travels naked, with no luggage of any sort.

If I read the story thoroughly enough, there's no evidence that anybody has ever made one; ever used one; it's just a bad idea somebody in counter-terrorism dreamed up. It's POSSIBLE- SOMEBODY, SOMEWHERE COULD actually try it.

I wonder how much damage you could really do with an explosive device that size-- destroy a plane? Cause a crash? Wound or kill a bunch of the passengers? Inconvenience a lot of folks? Or just set fire to yourself, like the underwear bomber did? Adam? Jamie?

The volume limitations thing is one of the few rules the TSA had that makes some sense. If you contain plastic explosives to a small volume, you limit the energy of the reactionboth because of the quantity of the material and because of the container. Even if you have a lot of the stuff spread out over a lot of small volume containers.

'S why most people using a bomb calorimeter don't end up blowing up their chemistry lab. We did have to evacuate a few times though.
