But, if you don't have enuf platelets, how can you develop blood clots? also seems weird that the blood clots would occur in the brain but not elsewhere.

Oh, one ends up with too few platelets as a result of them clumping wildly before-hand. Generally there's a thing called 'disseminated intravascular coagulation' or DIC for short. And it involves widespread clotting leading to few too platelets and clotting factors leading to uncontrolled bleeding. But this seems to be more limited. As to why the brain ... I don't know. Perhaps it may have something to do with the rather stagnant venous flow out of the brain as opposed to the (partially) muscle-driven venous flow out of limbs. More robust circulation elsewhere might help prevent the clots from lodging.
