Maybe WH is trying to keep Biden from standing for an hour, plus speaking. If so, will The House call their bluff?

Before The House can invite POTUS to speak before Congress, there are at least 2 prerequisites which Biden has not fulfilled.
One of those is a Budget.

Will Biden cough up the prerequisites?
will The House invite him?
Will White House claim an illness?
Will the Biden AI CGI glitch and freeze numerous times?
