I find it deeply disturbing that the only thing that seems to bother most people about the use of these devices is that some people are dying from it. It follows along with the ludicrous notion that's been subtly injected into the 'waterboarding' debate - that it isn't really torture if there's no permanent damage done. How sick are we?

I have been giving a lot of thought to taser use in recent months. Those Kerry Kid discussions really got me thinking. You can tell it's a good discussion when it makes you wrestle with your own beliefs. You can tell it's a great discussion when it makes you alter your beliefs.

My current position is this...

IF force must be used, a taser is probably safer than a beating or a gunshot wound. Because there is evidence that forcibly restraining someone may also cause deaths, a taser may even be safer than wrestling someone. There are several restraining maneuvers that block blood flow and/or breathing, and I can see how such maneuvers may be more dangerous than a brief high voltage, low amperage electric shock.

Not safe. Not harmless. Just safer. Less likely to plant you six feet under.

Hey, even on Star Trek, the stun setting on a phaser can kill someone. And this is a utopian weapon from an idealistic vision of the future. Should we expect better performance from our real life electronic toys?

The problem comes into play when people use tasers in a situation where they would not have used other, more lethal forms of force. When tasers are used instead of talking. When tasers are used instead of gentle persuasion. When tasers are used as a form of sadistic entertainment.

Because of these possibilities, I have decided to side with those who believe that ANY use of force by a law enforcement officer, be it wrestling, punching, baton beating, or tasering... Should be subject to the same scrutiny and analysis as a firearm discharge.

As this will generate more paperwork for the officers involved, I would hope that law enforcement agencies would be directed to give each officer a daily amount of office time to prepare these reports. This would also require a larger and more expedient review committee and process than the one currently in place to review shootings. Otherwise, officers would be out of action for days or weeks following any use of force. In some cities, it may be necessary to install a full-time continuing committee to review the daily uses of force by officers.

Keep in mind that all of this paperwork and review would cost a great deal of extra money, which probably equates to higher regional taxes. On the other hand, if every use of force is so well documented and reviewed, charges of police brutality and their accompanying multi-million dollar lawsuits may diminish. If so, it might be a wash.

That's where I currently stand on tasers.

I've always felt like police officers should make much more money and be held to a much greater degree of accountability. Ultimately their judgment is what matters, not a judge or jury - if they kill you, you won't be seeing a 'redress of your grievances'. We should do everything we within reason to make sure that judgment is well-trained and prudent.
