I guess he doesn't know that Russia is a permanent member of the council, so there will never be any resolution passed. Perhaps he should have called Hillary at 3 am to get a basic understanding. Georgia & Ukraine have wanted to join NATO for years and America has tried to make it happen, but the Europeans have blocked it for fear of pissing off Russia. Now the ball's in their court, 'cause KGB Putee aint stoppin' with Georgia. He wants to get back to the USSR.
