Quick update on this, apparently there is precedent.

We held in New York that Congress cannot compel the States to enact or enforce a federal regulatory program. Today we hold that Congress cannot circumvent that prohibition by conscripting the State's officers directly. The Federal Government may neither issue directives requiring the States to address particular problems, nor command the States' officers, or those of their political subdivisions, to administer or enforce a federal regulatory program. It matters not whether policymaking is involved, and no case by case weighing of the burdens or benefits is necessary; such commands are fundamentally incompatible with our constitutional system of dual sovereignty. Accordingly, the judgment of the Court of Appeals for the Ninth Circuit is reversed.

What mysterious military activities in Wyoming ? Do you mean mysterious "MILITIA" activities. That would be more correct.Since Idaho is becoming over crowded with militias, they have to move somewhere.

No, it was military. I was looking at a map of Wyoming once and saw large tracts of land labeled "experimental" and "military." But I can't seem to find that on the internet. Maybe there is a very innocuous explanation for it, but I just remember that I didn't really want to live near military experiments.

Unexpected sonic booms are less than fun, however.

Besides, too many people get the creepies when they think about it - I mean, you ever read Stephen Kings "The Stand" ?

Not too far fetched, especially these days, I sure hell wouldn't wanna be anywhere nearby when one of their pet bugs gets loose, by accident or design - although that's actually MORE likely to happen in western Maryland for reasons I'd rather not disclose.

There's an AF Base near Great Falls where trans-atmospheric spacecraft may land...It's probably less in the area of 'experimental' and more in the domain of 'operational'.

Me now, I am wondering HOW they might have damped the sonic boom from an aircraft obviously travelling fast enough to produce one - possibly something out of the (Declassified, mind you) Project Winterhaven bag of tricks, maybe.

That's a right nice touch towards not only stealth applications, but even just general non-annoyance of the public near the airfield.

We really do need something to replace the shuttle for low earth orbit applications, sure - but I would really be more for a push into actual applied research of deep space operations and craft out by the L4/L5 point, with a craft that doesn't NEED to enter gravity wells or atmosphere, serviced by the single stage to orbit and return craft we'd replace the shuttle with.

Call it deep space drivers ed, if you will.

Easiest way to dump the sonic booms is to go subsonic at sufficient altitude for the boom to dissipate before it reaches the surface...

But keep in mind that the approach vectors are planned for minimal impact of the sonic footprint anyway...

The Wasatch range ia a likely entry corridor over Utah , surrounded as it is by 'military reservations'...There's are also likely entry corridors over sparsely populated regions of the Alvord desert in southeastern Oregon , and the Black Rock desert in NW Nevada...

There's a huge part of central Nevada that could accomodate approaches from the South...(And the margins of the sectional aero charts are marked with notices that spacecraft are being recovered in the area , with the additional caveat that said spacecraft may or may not be chased by tactical fighter aircraft...)

Apart from that , there has been research into vehicle shapes to reduce sonic signatures...Perhaps not coincidentally , certain of the shapes are much like the ones developed for NASA/USAF lifting-body spacecraft during the 60's and 70's...

Unfortunately , there won't be a SSTO as Shuttle replacement , and the Constellation programs' 'Big Stick' is in deep hooey , just like everything else planned by NASA to 'replace' the Shuttle...

The smartest move would have been to maintain as much Shuttle program infrastructure as possible , and go to the unmanned 'Shuttle-C' or its uprated variants for heavy-lift to LEO...Instead , we have the 'Shuttle-C' engineering test articles rusting in scrapyards in Huntsville for many years now...A lot of engineers also favored an uprated Shuttle-derived replacement that would have been available much sooner than Constellation , and some of the proposals are still extant on the Internet under the name
" DIRECT ".

But , the baby goes out with the bathwater once more...
