It is being erroneously reported that " a glider license " was among the documents found , but it was actually a membership card for the Soaring Society of America...

The airman's certificate (FAA) is actually the required identification for glider operations .

Fossett held an 'Airline Transport Pilot' level of certificate , which requires a minimum of 1500 hours of experience ; it's an additional level beyond the Commercial Pilot level of certification .

The glider 'rating' would have been an additional level of experience added to his Airman's Certificate .

What is being reported as the glider 'license' is merely a membership card .

'Before turning the cash and cards into local police late Tuesday, Morrow and Baumwohl revisited the site with a GPS device and a video crew that had been working on TV productions in the area for several months. The plan, Baumwohl said, was to offer authorities as much information as possible.

"We had been researching Steve Fossett's disappearance since he was declared dead," said producer Eric Schotz of Encino-based LMNO Productions, which provides shows for the Discovery Channel, among others. His crew's presence and the discovery of the apparent Fossett items was coincidental, he said: "It's one weird, ironic trip."

Schotz, who was on hand for the strenuous hike Tuesday, said his group did not plan to pay Morrow for his participation.

However, Baumwohl held open the possibility that Morrow might receive compensation for a production "that goes a little bit beyond regular news."

Whether reward money is available for information leading to Fossett's discovery was unclear Wednesday.'

b. We could blow up a drone (unmannded) vessel anywhere in the Cuban waters. We could arrange to cause such incident in the vicinity of Havana or Santiago as a spectacular result of Cuban attack from the air or sea, or both. The presense of Cuban planes or ships merely investigating the intent of the vessel could be fairly compelling evidence that the ship was taken under attack. The nearness to Havana or Santiago would add credibility especially to those people that might have heard the blast or have seen the fire. An F-86 properly painted would convince air passengers that they saw a Cuban MIG, especially if the pilot of the transport were to announce such fact. The primary drawback to this suggestion appears to be the security risk inherent in obtaining or modifying an aircraft. However, reasonable copies of the MIG could
be purchased from US resources in about three months.

8. It is possible to create an incident which will demonstrate convincingly that a Cuban aircraft has attacked and shot down a chartered civil airliner enroute from the United States to
Jamaica, Guatemala, Panama or Venezuela. The destination would be chosen only to cause the flight plan route to cross Cuba.

The passengers could be a group of college students off on a holiday or any grouping of persons with a common interest to support chartering a non-scheduled flight.

a. An aircraft at Eglin AFB would be painted and numbered as an exact duplicate for a civil registered aircraft belonging to a CIA proprietary organization in the Miami area. At a designated time the duplicate would be subsituted for the actual civil aircraft and would be loaded with the selected passengers, all boarded under carefully prepared aliases. The actual registered aircraft would be converted to a drone.

b. Take off times of the drone aircraft and the actual aircraft will be scheduled to allow a rendezvous south of Florida. From the rendezvous point the passenger-carrying aircraft will descend to minimum altitude and go directly into an auxiliary field at Eglin AFB where arrangements will have been made to evacuate the passengers and return the aircraft to its original status. The drone aircraft meanwhile will continue to fly the filed flight plan. When over Cuba the drone will being transmitting on the international distress frequency a "MAY DAY" message stating he is under attack by Cuban MIG aircraft. The transmission will be interrupted by the destruction of aircraft which will be triggered by radio signal. This will allow IACO radio stations in the Western Hemisphere to tell the US what has happened to the aircraft instead of the US trying to "sell" the incident.

9. It is possible to create an incident which will make it appear that Communist Cuban MIGs have destroyed a USAF aircraft over international waters in an unprovoked attack.

a. Approximately 4 of 5 F-101 aircraft will be dispatched in trail from Homestead AFB, Florida, to the vicinity of Cuba. Their mission will be to reverse course and simulate fakir aircraft for an air defense exercise in southern Florida.

These aircraft would conduct variations of these flights at frequent intervals. Crews would be briefed to remain at least 12 miles off the Cuban coast; however, they would be required to carry live ammunition in the event that hostile actions were taken by the Cuban MIGs.

b. On one such flight, a pre-briefed pilot would fly tail-end Charley at considerable interval between aircraft. While near the Cuban Island this pilot would broadcast that he had been jumped by MIGs and was going down. No other calls would be made. The pilot would then fly directly west at extremely low altitude and land at a secure base, an Eglin auxiliary. The aircraft would be met by the proper people, quickly stored and given a new tail number. The pilot who had performed the mission under an alias, would resume his proper identity and return to his normal place of business. The pilot and aircraft would then have disappeared.

c. At precisely the same time that the aircraft was presumably shot down a submarine or small surface craft would disburse F-101 parts, parachute, etc., at approximately 15 to 20 miles off the Cuban coast and depart. The pilots retuning to Homestead would have a true story as far as they knew. Search ships and aircraft could be dispatched and parts of aircraft found.

Why can't we find Steve Fossett?

"Millionaire Adventurer" Steve Fossett has now been missing for three days after his plane went down over Nevada. Search and Rescue seems to be having a lot of trouble finding him, which is a bit surprising. I had just assumed that he wasn't carrying a locator beacon for some reason (I don't think that PLBs are required, but I admit I'm not sure), but according to this he was:

"This is kind of strange because these aircrafts have transponders and emergency locators and you can usually readily find them anywhere in the world, including under the sea," said Ross Aimer, CEO of Aviation Experts, a San Clemente, California-based aviation consulting firm.
"This guy is totally lost.... So far, nobody's heard the electronic location beacon," said Aimer, who has flown the region several times. "That sounds to me very, very strange. There's all kinds of possibilities."

Officials say there's been no detection of the emergency locator beacon that would automatically go off in the event of a crash or could have been enabled by Fossett himself if he were capable. Fossett did not file a flight plan and didn't carry extra radio equipment because he was only planning to be gone for a short while, Ryan said.

The small plane piloted by Fossett, 63, was equipped with an older emergency beacon that is notorious for failing to operate after crashes, according to federal safety officials and the agencies that monitor the emergency beacons. Conversely, the older beacons require a satellite to pass overhead twice before NOAA can determine its location and launch a search, said Shoup. That could take several hours, he said. The satellites can only narrow down the location to within several hundred square miles.

Hilton's pilot, the only man who actually witnessed the takeoff, has never been quizzed by official authorities, reports have claimed that he was surprised to notice that the famous adventurer failed to carry out the aircraft's standard safety check before setting out – a short procedure that might have flagged that its satellite location system was apparently not working.

Ciolino, who knows Chicago's legal system, said Fossett's death certificate was issued with almost indecent haste. "I deal in a lot of probate cases involving very large estates, and nothing ever happens fast in them. But that guy got declared dead in world record time. It just doesn't add up."

Other investigators say that Fossett, who had made a fortune in finance before achieving fame through his circumnavigation of the globe in a hot-air balloon, was suffering from the downturn in America's economy. Fossett also apparently claimed he was going to scout for locations for a land speed record attempt, but he supposedly took off with no emergency equipment.

The choice of plane was also a baffling one - a Bellanca Citabria Super Decathlon, which, according to risk assessor Robert Davis said was constructed from a steel and wood frame, but actually covered in fabric, making it easy to dismantle.

Davis conducted an eight-month investigation for insurers Lloyd's of London, said to face a £25 million payout on Fossett's death.

He said: "What I've strived to find out is what happened to this man in the run-up to his disappearance, why did he disappear?

"I spoke to reporters who were on the scene, people who were helping out with the search efforts, anyone whom I thought could shed some light on this.

"I discovered that there is absolutely no proof that Steve Fossett is actually dead. I'm not a conspiracy theorist, I'm a man who deals in facts, and I don't really care if he is alive or dead, it make no difference to me.

"What I am interested in is the truth - and a proper criminal investigation of this man's disappearance was never undertaken by law enforcement or officials in the state of Nevada."

NTSB never investigated 9/11

Tests were being carried out today on human remains found amid the wreckage of Steve Fossett's plane on a remote Californian mountain.

Search crews found a 'very small amount' of remains in debris from the crash site, at 10,000 feet in the Sierra Nevada mountains.

The tests come as a local sheriff claims the bones found belonged to an animal.
Sheriff John Anderson said he was unsure that the bones discovered at the wreckage site were even human.

A helicopter was today hauling pieces of the wreckage away before a snow storm sweeps in.

Local officials said the wreckage implied a violent crash which destroyed the plane.
'It's not intact by any means... It looks like a very high impact crash.

It is not known if the plane suffered a mechanical failure or if Mr Fossett had a medical problem such as a heart attack.

Hiker Preston Morrow, who also found three identification cards with Fossett's name while returning from a trek on Monday, said: 'I was coming back down this really steep terrain and what caught my eye was these little ID cards in the dirt and the pine needles, and some $100 bills.

'I see the ID. I caught the name. I got the ID cards ... and about five or six of the hundred dollar bills (which) were dirty and muddy. 'I was wondering, why are there some ID cards and money when there was nothing else? No wallet, no bags, nothing nothing, nothing.

Sir Richard Branson, a fellow balloonist and close friend of Mr Fossett, said on Thursday night that he had led 'a most extraordinary life'. He also said the discovery should lay to rest conspiracy theories suggesting Mr Fossett may have faked his own death.

The speculation followed a judge's decision to declare Mr Fossett legally dead in February, five months after his disappearance, allowing his widow, Peggy, to collect his £6million estate.

Under Illinois state law, someone usually has to be missing for seven years before a court gives up hope.

After a year out in the wild, there won't be much left of the bones. Whatever bones were left by animals would've probably been washed away long ago, and they disintegrate reasonably quickly if left unprotected (a year is a long time), so there wouldn't be too much left of them.

But they found some bone fragments in the plane, so I'm not sure what PN is on about.
