The United States will contribute $400 million in development aid to the Palestinian territories and work with Israel to loosen its embargo on Gaza, President Barack Obama said Wednesday.

Obama's announcement came after White House talks with Palestinian Authority President Mahmoud Abbas. The money will be used to build housing, schools, water and health care systems in both the Palestinian Authority-controlled West Bank and Gaza, which is ruled by the Palestinian Islamic movement Hamas.

Obama called the situation in Gaza "unsustainable," and said the United States would work with its European allies, Egypt and Israel to find a "new conceptual framework" for the Israeli blockade of Gaza.

"We agree Israelis have right to prevent arms from coming into Gaza," Obama said. But he said "new mechanisms" were needed to allow more goods to reach the territory - and he repeated that the long-term solution was a permanent deal creating "a Palestinian state side-by-side with an Israel that is secure."

I approve! If I were a doctor, I would treat symptoms, not diseases, too.

Sadly, there is no way to guarantee that aid will be used as aid. Take concrete, for example: there is a desperate need for it to construct shelter and infrastructure (especially in the wake of Gaza's shellacking). However, Hamas would really like to build underground bunkers and tunnels that don't have a legitimate humanitarian purpose. How do you draw a line between the two? You can't. Hamas exploitation of its own civilian populations suffering from military ends is no more noble than Israel's heavy-handed collective punishment.

But yes, unless the government is less inept than usual, it probably won't do any good.

MB: No worries, the official record multi-post stands at seventeen.

I'm cautiously optimistic about the loosening of the embargo work and Obama's other offers. MB's right, Hamas could use the cement. Both sides could potentially use it, technically, and often when you're talking about bringing aid into the a region that is governed by people hostile to it, the aid doesn't usually get there.

So likely this is $400... million was it? pissed away. But it's still a step in the right direction. They do really need that aid. And there's a slim chance that it won't be a complete waste, maybe they can iron it out better during talks.
