The PAYGO system was reestablished as a standing rule of the House of Representatives (Clause 10 of Rule XXI) on January 4, 2007 by the 110th Congress:

It shall not be in order to consider any bill, joint resolution, amendment, or conference report if the provisions of such measure affecting direct spending and revenues have the net effect of increasing the deficit or reducing the surplus for either the period comprising the current fiscal year and the five fiscal years beginning with the fiscal year that ends in the following calendar year or the period comprising the current fiscal year and the ten fiscal years beginning with the fiscal year that ends in the following calendar year.


Of course, the Dems only did that for show, and waive and exempt when ever they deem necessary.

Oh for gawd's sake, perspective Wulf! The Republicans have voted every single time for unemployment benefit extensions, until Obama's in office. They didn't mind the spiralling debt of Dumbya and voted for extensions THEN, and they're staunchly against tax cuts for the rich being "paid for" (which nullifies their demand THIS be paid for). And YES, tax cuts DO increase the deficit, so there is no argument. You can't have your cake and eat it to, I'm sorry.

You just cannot stop spouting rhetoric about which you have no real knowledge, can you? What a DAMNED shame!

READ the facts, if that's even possible, don't just regurgitate bullshit. Explain how, when George H.W. Bush called it voodoo economics AND the architect of "trickle-down" admitted in the end that it didn't work, AND economists agree that tax cuts do NOT pay for themselves, that wanting tax cuts unpaid for while demanding unemployment be paid for; how saying unemployment makes me people too lazy to look for work when there are five applicants for every job. Try to make POINTS, debate the FACTS, if you possibly can, don't just spout what you've been told without questioning if there's ANY chance it's wrong.

My gawd, just the number of times DUMBYA waived that, and didn't "pay for" his wars and on and on should make you ashamed to quote it!

You don't have to agree, you don't have to like anyone, you don't even have to say ANYTHING, just check the facts instead of mindlessly parrotting talking points. Or not.

It was big of Obama to wait until the Dems had a veto-proof majority to "call out" the Republicans on their filibuster, though. ;) That was really pretty pathetic of him.

Republicans are angry because this is going to add, they say, $34 billion to the debt. We can pay for that just by quitting the Iraq war this year! Heck, we can pay for that some twenty times over just by letting the Bush tax cuts for the richest of the rich expire this year!

Second, debt on top of debt is never a good thing. Regardless of who is in power.

Obama's debt is many times that what Bush's was, so shove a sock in it.

Tax cuts don't increase the deficit. They increase revenue to the Treasury, there is no argument. Adding MORE spending on top of tax cuts is what adds to the deficit.

Which is why it was such a horrible idea to (a) invade Iraq for no valid reason at all, and (b) enact tax cuts for the very richest of Americans during that same time frame, which only served to pile debt on top of debt. Hundreds and hundreds of billions, until that number became TRILLIONS.

But none of that was important then, right?

So you're saying that if we cut all taxes to zero, we'd have unlimited funding to the treasury, right? After all, you say tax cuts INCREASE revenue, so eliminating them must increase revenue infinitely!

As for adding spending on top of tax cuts, I'll defer to your expertise. You Republicans have got that down to a fine art. ;)

By the way, you claim that "there is no argument". How do you figure? Because Bush said it, so that settles it? There's plenty of "argument", including from Bush's own Treasury Department!
