The bipartisan report lays out more than a dozen findings regarding the assaults on Sept. 11 and 12, 2012 on the diplomatic compound and a CIA annex in the Libyan city of Benghazi. It says the State Department failed to increase security at the sites despite warnings, and faults intelligence agencies for not sharing information about the existence of the CIA outpost with the U.S. military.

The committee determined that the U.S. military command in Africa didn’t know about the CIA annex, and the Pentagon didn’t have the resources in place to defend the diplomatic compound in an emergency.

“The attacks were preventable, based on extensive intelligence reporting on the terrorist activity in Libya—to include prior threats and attacks against Western targets—and given the known security shortfalls at the U.S. Mission,” the panel said in a statement.

The report also notes, chillingly, that the FBI’s investigation into the attacks has been hampered inside Libya, and that 15 people “supporting the investigation or otherwise helpful to the United States” have since been killed in Benghazi. The report says it is unclear whether those killings were related to the investigation.

Much of the document recounts now-familiar facts about deteriorating security conditions in Benghazi in 2012, a year after the fall of longtime dictator Moammar Gaddafi. It fills in new details about the relationship between the CIA building and the State Department compound about a mile away, and details the rising concern among many intelligence specialists about the growing potency of Islamist militants in the city.

“In spite of the deteriorating security situation in Benghazi and ample strategic warnings, the United States Government simply did not do enough to prevent these attacks and ensure the safety of those serving in Benghazi,” said Saxby Chambliss (R-Ga.), vice chairman of the Senate Intelligence Committee.

The report is based on dozens of committee hearings, briefings and interviews—including with survivors of the attacks—and on thousands of pages of intelligence and State Department materials collected between September 2012 and December 2013.

The account sheds little light on the most politicized aspect of the incident — questions about whether the Obama administration deliberately played down the terrorist origins of the attacks. The committee described the attacks as opportunistic, and said there was no specific, advance warning that they were about to be carried out.

The report says that on Sept. 18, 2012, the “FBI and CIA reviewed the closed circuit television video from the Mission facility that showed there were no protests prior to the attacks.”

But it took six more days for intelligence officials to revise their chronology of events and state “there were no demonstrations or protests” at the diplomatic compound “prior to the attacks.”

The report says it was problematic that the CIA and State Department were not working out of the same facility together in the dangerous Benghazi environment. That meant the CIA and its well-trained contractors, who had served in elite U.S. forces, were not on location at the diplomatic outpost in case of a crisis.

Six armed CIA employees and a linguist responded to the attack on the diplomatic compound, the report says. About 30 minutes passed before the CIA team arrived on the scene and “exchanged fire with the attackers.” They neither asked permission to come to the aid of the diplomats nor were told to stand down.

Detailed accounts provided to the committee describe a harrowing attack and U.S. personal scrambling to survive the assault.

Attackers used “diesel fuel to set the main building ablaze, and thick smoke rapidly filled the entire structure,” the report said. According to testimony by the director of the National Counterterrorism Center, a diplomatic security agent led Stevens, the ambassador, to an escape window at the diplomatic compound.

“Nearing unconsciousness himself, the agent opened the emergency escape window and crawled out. He then realized he had become separated from the Ambassador… so he reentered and searched the building multiple times,” the report says. “The DS agent, suffering from severe smoke inhalation, climbed a ladder to the roof where he radioed the other DS agents for assistance and attempted unsuccessfully to ventilate the building by breaking a skylight.”

The committee found that the military response to the attacks was slow and hindered, but not purposely so. “At approximately 1:15 a.m. Benghazi time, a seven-man reinforcement team of additional U.S. security personnel from Tripoli landed at the Benghazi airport and began to negotiate with the local Libyan militias for transportation and a security convoy,” the report said. The team would not leave the airport for the annex until more than three hours later.

In the weeks leading up to the attacks, the CIA knew that conditions on the ground were worsening. In August, the agency alerted the intelligence community that there were Islamist training camps and militias in Benghazi. The agency said it was concerned about local militias providing security at U.S. facilities, and about the outpost’s lack of defense.

That same month, there were 20 security incidents in Benghazi.

The report said that the Libyan militia charged with protecting the diplomatic compound didn’t defend it during the attack.

The committee’s minority criticized the White House for obstructing the report, which the committee had wanted to complete much earlier, and accused Patrick Kennedy, U.S. undersecretary of state for management, of shielding the Obama administration from Congressional oversight.

You live in a black-and-white world where anything "left" is just as bad as humanly possible, all those on "the left" are only what you make them out to be, and you can't see beyond that.

Benghazi has been dismissed as being caused by a video ( it wasn't ) or simply ' one of those things' that was caused by the GOP's cutting of funds. What hasn't been mentioned nearly enough is that this administration and Hillary in particular were grossly incompetent , at best. And most of the decrying of those other things have come from the Right, with the " Left " here dismissing pretty much all of it, out of hand, or in the case of the NSA stuff, putting most of the blame on Bush, not Obama.

Yep. And a good bit of it was excuses why it couldn't have been prevented, or why no one could do anything, or that it was no one's fault, or that it was all the Republicans' fault, or that it was just folks outraged about a video, etc.

The Senate report gives a clear picture that failings in the State Department and the intelligence community, and lack of communication between agencies, was greatly to blame.

When you consider that the head of the State Department at the time of the Benghazi attack will probably be running for president in a short while, it does seem important to mention the senate's view.

Now if someone who was in in Bush's administration with oversight of embassy security was running for president shortly, I'd expect that to be brought up as well.

I only compare in regards to information received prior to the attack that wasn't followed up by the proper authorities. There too was failure in communication and resulted in Americans losing their lives.

Was that due to a failure by the administration at the time? Or was it due to an individual?

My point being that it's something that happened due to a breakdown in communication within the state department, the CIA and the Embassy. Of course, it's a lot more than that.

I only compare in regards to information received prior to the attack that wasn't followed up by the proper authorities. There too was failure in communication and resulted in Americans losing their lives.

Was that due to a failure by the administration at the time? Or was it due to an individual?

My point being that it's something that happened due to a breakdown in communication within the state department, the CIA and the Embassy. Of course, it's a lot more than that.

History is already showing what morons these people are. Even Republicans are crying foul about who is responsible for the negative turns in the middle east. That Benghazi and Syria are intertwined, and that...

The whole Mideast destabilization project is a joint project between the USA and Saudi Arabia and its hangers-on: the rest of the Gulf Cooperation Council: Bahrain, Kuwait, Oman, Qatar, and the United Arab Emirates. All of the GCC nations are theocratic monarchies, which gives you an idea of their commitment to "democracy" and "our way of life". At some point, the GCC would like to fold in Jordan (another al-Qaida-loving, Sunni-licking King) Morocco (ditto) and Yemen (although it seems they would rather take that by military force)

You can't judge Benghazi in absence of other facts, otherwise it doesn't make sense.

Our State Department embassies and consulates are, in addition to their regular State Department functions, working CIA outposts. You can bet that at least half of the staff in sensitive locations (drivers, secretaries, tech people etc) have a dual job, one of which involves intelligence gathering. Our Ambassadors per se are usually "clean", but this particular guy was "highly experienced", and what I read THAT to mean is that although he was a State Department Guy through and through, he wasn't above providing active assistance to/ intell about some of the less transparent operations going on.

Including, one reads, shipping arms from Libya ("mission accomplished") to Syria (mission not yet accomplished). By all accounts Stevens was a "highly experienced ambassador, one who was at least aware of the goings-on aside from official State Department functions/ responsibilites. The attack allegedly brought an end to the alleged US involvement, but did not stop the alleged smuggling. In January 2014, the House Permanent Select Committee on Intelligence cast doubt on this alleged U.S. involvement and reported that "All CIA activities in Benghazi were legal and authorized. On-the-record testimony establishes that CIA was not sending weapons ... from Libya to Syria, or facilitating other organizations or states that were transferring weapons from Libya to Syria."

Do you watch Jimmy Dore, DT?

If you don't, I think you would enjoy his show on youtube. I don't agree with everything he says, but often times it's the way you say things that are more important. He's the type of guy that says his arguments and opinions in a way where you don't feel like you're being insulted if you disagree with them. He's the type of guy that has made me stop and re-evaluate my own positions on certain issues from time to time.

He is far too left on certain issues for my tastes, but at the same time he knows when we're being manipulated and lied to, and isn't afraid to say it out loud even when it's coming from his own "side".

You remind me of him. Right down to your vote for Jill Stein. And I'm willing to bet that your reasons for doing so were very much the same as well.

I'd already votd for Gary Johnson, and he was coming about and saying a vote for him was a vote for weed, and i didnt' want to say that with my vote. I went with Stein as a protest vote for the environment.

I always look at candidates to make sure they're not lunatics. I only have voted for two people I'd actually like to have as president. Ralph Nader and Cynthia McKinney. I'd have voted for Ron Paul if he could have won the primary. I don't consider the election of Trump to be a disaster. time may prove me wrong, but random internet trolls or mob protestors won't.

No way I was going to vote for HRC, but I live in New York, one of the least swingy states in the union. my vote never counts.

Yeah, he can be as opinionated as any of us, but I like how he just speaks a lot of common sense and is quick to point out bullshit when it comes from his side. It makes me listen when he points out bullshit from the other side as well.

Interestingly enough, they do get into how WalMart tells new hires how to get on government benefits, and they then discuss how corporations like this help fund their labor force with government benefits. (I just posted about that to you in the other thread).
