911 down and Microsoft Cloud services unavailable

As usual, information is contradictory. Some places claimed 911 was a state-by-state problem, while Minnesota claimed it was nationwide. Some think it was caused by a Microsoft Cloud glitch (or crash), others claim it's not proven.

The system that carries 911 emergency calls suffered a temporary outage Monday night. Calls in Minnesota, Indiana, Illinois, Nevada, Ohio, Arizona and Delaware were affected with Minneapolis police claiming the loss of service in the U.S. affected the entire country.
Monday night, Microsoft reported an outage for its 365 Cloud services, which affected user access to various services supplied by the tech company.
No connection between the Microsoft outage and the 911 loss of service has been established.
911 service disruptions have occurred before. In 2018, an outage at telecommunications company CenturyLink caused some 22 million individuals over 39 states to be unable to call 911 for more than 24 hours. At the time, FCC Chairman Ajit Pai said the outage was completely unacceptable.
Other companies reporting internet outages on Monday according to the tracking site Downdetector included Zoom, Costco, Credit One Bank and Southern California Edison.

The story seems to have been quickly buried.

Coincidentally or not, many cloud-connected systems were affected at the same time as the 911 outage.

911 systems were eventually 'restored' as was Microsoft's Cloud ... though since there was no cause identified in either crash, I suspect it wasn't due to anything that was, or wasn't done to either or both systems.

Microsoft claims everything is back to being perfect, and 911 is back up ... so we should just take their word for it that all is back to health, and not worry our pretty little heads about the complicated, dynamic, and vulnerable back-end we depend on.

But whether or not it does, it illustrates how fragile our basic systems are.

Kind of not a good idea to outsource our 911 dispatch. Even if it remains stateside and controlled by Microsoft.

If you call the local police by me, even for non-emergencies, they tell you to call 911 after 5PM or on weekends.

I believe in solving problems, not sharing them.


As I recall, there was some talk about integrating 911 with "other" sources of info, such as other cellphones in the area, GIS systems, etc. to provide responders with greater scope of information.

Instead of a simple telephone network system, they've complicated and centralized it in the name of "efficiency" and "features".

Unfortunately, the more complex, centralized and integrated a system is, the more likely it is to fail. And when it fails, it fails in a LOT of places, not just one.

Intrado and TCS are the biggest players in the E911 routing and interconnection space. They make it possible for CLECs (competitive local exchange carrier), wireless providers, voip providers, etc to route E911 calls to PSAPs nationally without having a relationship with each.
