Many news items these past years say Russia and Iran are expanding in political regions South of the USA
Brazil is moving to Brics policy

There is already a history with Venezuela, Cuba etc

for a while it seemed relations might go Luke Warm-ish or kinda Normalize
then Nicolás Maduro came and it was worse than President Hugo Chávez.

Bush With Obama the United States Department of State imposed visa restrictions on current and former Venezuelan officials that were allegedly linked to presumed human rights abuses and political corruption, Trump relations are bad again and Biden bad again.
