Seems there was definite validity to the casting call sheet that was posted a while back, at least for one of the roles. Chiwetel Ejiofor has been cast as "The Operative" - http://www.thehollywoodreporter.com/thr/film/brief_display.jsp?vnu_con

I know said actor had already been announced, but I think this is the first that the role was mentioned?

Chiwetel Ejiofor (Dirty Pretty Things) has joined Universal Pictures' Serenity, Joss Whedon's feature film version of his canceled television series Firefly.

The film revolves around an ensemble of characters who are galactic outcasts 500 years in the future. The film centers on a captain and the crew on his transport-for-hire spaceship, Serenity. When they pick up two passengers, they find themselves caught between a military force and cannibalistic savages.

Ejiofor is the first actor to sign on who did not appear in the Fox TV series. He will play a character known as the Operative, an assassin and tracker who speaks with eloquent sophistication.

How is this guy?

I've only seen the actor in "Love Actually" but he has a great British accent and a nice screen presence. In the original casting sheet, "The Operative" was described as "a government agent."

Catch Dirty Pretty Things if you can.

Ejiofor is a very talented young man, with a full acting range. Richard Brooks is a hard act to follow, though.

Between "Love Actually" and "Dirty Pretty Things," C. Ejiofor likes to clinch the title for being in the most movies I've been meaning to see but for some reason or another, haven't.
