The Miranda wake-up ad

Couple nights ago, I was watching the BDM. I had always loved that little ad that played on Miranda, when they were entering the city and exploring its ruins. When Jayne sees the dead man in the car, the advertisement screams something in Chinese, methinks, and the lights and, I assume, other machinery around the city turn on. The board on which this ad plays is purple, and across it, it says "conserve water fo-" and the rest is blocked by Mal's head. Could anyone do research as to what the ad says? It also has Chinese on it, and I couldn't find anything on it in the Pinyinary. Best of luck.

There's no place I can be, since I found Serenity.
