I just watched the BDM again and had a thought and it seems to fit. How could Book know so much about the military and about the Operatives and how they do what they do? He mentions Parliament at one point. I think most people think he is an Operative.

I think he might be a former Member of Parliament or more to the point (still speculating) he is the Member of Parliament that is directly responsible for Miranda and could have been one of the key members of Parliament that has personal observed River Tam. He could know that he, at least in part, created the Reavers and quit Parliament and then became a Shepard to hide from what he had done. He also said, “The Alliance had her in that institution for a purpose, what ever it was, and they will want her back.” Could that be because he knows the purpose?

“Old men covered in blood. They never touched them but they are drowning in it. I don’t know what I’m saying…”

Is Shepard Book one of the old men drowning?
