In a written report, Johnson said he showed the child his stun gun and pushed the button to display the zap of electricity. He told the child he would use the gun if the boy didn't settle down.

Jennings smacked the boy in the mouth after he yelled an expletive at his guardian, Johnson said. Jennings' account of the incident doesn't mention striking the boy.

The boy then lunged at his guardian, and Johnson said he used his stun gun for 1 to 2 seconds. Jennings' report said the boy calmed down after that.

And they *wonder* why the kid is combative, when this is the kinda treatment he gets from adults ?
Once again, it's all just feeding the cycle cause instead of isolating the kid or leaving him alone to cool off, adult egos wind up at stake and it becomes "or else!" and "right now!" and then violence erupts, and the hate and bitterness escalates with each and every incident...

Until someone dies.

The use of force in these cases is not only inappropriate, but also ineffective and contributes to, as well as escalates, the problem in question.

And yet some day when the bitter seed of that grudge they've planted today blossoms into the full flower of it's horrible potential, no one is gonna remember this incident, and for damn sure none will be held accountable.

Sounds like it was pretty effective.

Was it appropriate? Probably not. I've never met a 10 year-old that a cop could not physically restrain without needing to resort to a stun gun.

That said...is it better to lay hands on him to physically restrain him (perhaps injuring him in the process) or to zap him for 1-2 seconds after which the "boy calmed down"? I'm not sure which is better.

The stun guns are used as an alternative to physical violence. Anytime a cop has to physically grapple with someone the possibility of injury to the cop, suspect, or a bystander is increased. Stun guns give cops a non-lethal option to resolve many of those situations with a minimum of risk to themselves or anyone else. I don't have a problem with that concept.

Nice duck and dodge of the fact that the cop provoked matters by belting him across the face, something which, IMOP, you never, EVER do to a child for any reason whatsoever - and constitutes conduct unbecoming an officer as well as assault and battery, thus being an offense significant enough to justify internal investigation, which is in fact in progress.

Use of the Taser aside, and in this case it's a lot less clear cut - one officer attempting to break up a fight between two individuals using drive stun before someone gets hurt *is* IMHO, a proper use of the device - it doesn't mention whether he called for backup, but I would presume he did so, still, he was the guy on the spot and acted in the minimum of force continuum.
(From a technical aspect, drive stun is significantly less harmful/risky.)

What rooks me about the latter is THIS statement.
"Both of the boys involved in the fight were taken to the juvenile detention center."

Firstoff, if the officer is holding a grudge about being swung at WHILE breaking up a fight, that's just petty - it's part of the job.

Secondly, if they're gonna play the same game as juvie usually does and punish BOTH individuals even if the "fight" was an assault, robbery, etc - and at least one of the boys was acting in self defense, what message does that send ?

I hadda deal with this bullshit in school once, even mocked it by jamming my hands in my pockets and LETTING the other kid hit me, still got suspended, by it really blew the hell out of that policies credibility - and the vilification of self-defense is a primary reason for the increases in crime, criminals *depend* on meek cooperation from folks taught not to defend themselves - and so too, do governments.

I do know that being unfairly reprimanded by schools and the juvie justice system, repeatedly, for simple self defense (and I mean some REALLY clear cut cases of it!) is one of the primary reasons for my rabidity about it.

Can you imagine if these were adults, and the mugging victim was hauled off and charged for defending himself ?

So again, the double standard and inhumanity with which we treat kids comes up clear as a bell.
