Arizona state politicians will introduce model legislation this week to encourage states to prevent children of illegal immigrants from being granted citizenship under the 14th Amendment.

Lawmakers in at least 14 states have said they are committed to passing the legislation targeting birthright citizenship. Arizona's anti-illegal-immigrant bill, SB-1070, was also based on model legislation that could be easily copied by states, and at least seven states are likely to pass bills similar to the first Arizona immigration overhaul this year, according to one analysis by an immigrants rights group.

Arizona state Senator Russell Pearce will unveil the bill Jan. 5 in Washington, D.C., the Arizona Capital Times reports. The paper says lawmakers in Alabama, Arizona, Delaware, Idaho, Indiana, Michigan, Mississippi, Montana, Nebraska, New Hampshire, Oklahoma, Pennsylvania, Texas and Utah have said they want to introduce similar legislation this year.

Pearce argues that the "original intent" of the 14th Amendment was to grant citizenship to freed U.S. slaves, and that it was never meant to apply to the children of foreigners. A Phoenix New Times writer, however, argues that lawmakers who originally passed the amendment took into account the cases of children of Chinese immigrants in California as well as children of gypsies when drafting the measure. A 19th-century Supreme Court precedent also backs that interpretation, though no Supreme Court case has yet dealt with the issue of offspring of illegal immigrant parents.

The amendment states: "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside."

Ali Noorani of the immigrant-rights group the National Immigration Forum told The Lookout that he believes leaders in more states will try to counter the thrust of the birthright initiative by adopting resolutions that eschew state laws cracking down on illegal immigration. Religious and political leaders in Utah recently signed a compact advocating for a "humane" approach to immigration, which other states could copy.

Lol, if they kick out all the anchor babies in Utah, the economy will die, and that's considering we didn't even really get hit by the recession. Chalk this one up to not thinking it through.

The thing about the Utah bill is it doesn't have any clause that would allow them to enforce it, like they did in Arizona. It's pretty much just a blatant buttering up and a campaign fund-raiser.

By the way, these laws won't pass constitutional muster, and will be thrown out at the first court challenge.

So be sure to thank all those states for wasting a whole bunch of the taxpayers' time and money.

Arizona Beheading Raises Fears of Drug Violence

The gruesome case of a man who was stabbed and beheaded in a suburban Phoenix apartment has police investigating whether the killing is potentially the most extreme example of Mexican drug cartel violence spilling over the border.

Martin Alejandro Cota-Monroy's body was found Oct. 10 in a Chandler apartment -- his severed head a couple feet away. One man suspected in the killing has been arrested, and a manhunt is under way for three others.

Detectives are focused on whether the men belong to a Mexican drug cartel, and they suspect that Cota-Monroy's killing was punishment for stealing drugs. The brutal nature of the killing could be designed to send a message to others within the cartel.

"If it does turn out to be a drug cartel out of Mexico, typically that's a message being sent," said Chandler police Detective David Ramer. "This person was chosen to be executed. It sends a message to other people: If you cross us, this is what happens."

Decapitations are a regular part of the drug war in Mexico as cartels fight over territory. Headless bodies have been hanged from bridges by their feet, severed heads have been sent to victims' family members and government officials, and bags of up to 12 heads have been dropped off in high-profile locations.

More than 28,000 people have been killed in Mexico in drug-related violence since December 2006, when President Felipe Calderon deployed soldiers to battle the cartels in their strongholds.

The killing could also affect the immigration debate in Arizona. Supporters of the state's controversial immigration law frequently cite this type of violence as reason to crack down on illegal immigrants. The decapitation victim and the suspects were all illegal immigrants.

Republican Gov. Jan Brewer drew criticism this year for claiming that headless bodies were being found in the Arizona desert as she sought to bolster her argument for immigration reform.

The killing has unnerved residents in the neighborhood and apartment complex where Cota-Monroy was killed.

The tiny, run-down complex sits along a side street across from ramshackle trailer homes in a neighborhood not far from brand-new strip malls with big-box stores in the suburb of Chandler.

No one is living inside the apartment that is the scene of the crime. There's beat-up leather furniture, a bouquet of flowers and a candle on a dining-room table, and the kitchen cabinets are ajar, as if someone left in a hurry.

"I'm terrified," said Norma Alvarado, a 47-year-old housekeeper who lives two doors down from the apartment. "I've lived here for 20 years and I've never heard of that (decapitation) happening, and it was so close to us ... Maybe they're copying what's happening in Mexico."

Three of the suspects had fled, but police say a fourth suspect who lived in the apartment complex went home. Crisantos Moroyoqui, 36, was found sleeping inside wearing pants covered in blood.

The other suspects have been identified as Jose David Castro Reyes, 25; Isai Aguilar Morales, 22, and a man between the ages of 20 and 27 only known by the nickname "El Joto," a derogatory Spanish term for a gay man.

They are believed to have fled to Mexico, making it very difficult to locate them.

14 decapitated bodies found in Mexico resort city

ACAPULCO, Mexico (AP) — The bodies of 15 men, all but one of them headless, were found on a street outside a shopping center in Acapulco on Saturday as police reported 27 people slain in the Pacific resort in less than a day.

The decapitated victims, all of whom appeared to be in their 20s, were discovered in an area not frequented by tourists.

Handwritten signs left with the bodies were signed by "El Chapo's People" — a reference to the Sinaloa cartel, headed by drug lord Joaquin "El Chapo" Guzman — said Fernando Monreal Leyva, director of investigative police for Guerrero state, where Acapulco is located.

The narco-messages indicated the Sinaloa cartel killed them for trying to intrude on the gang's turf and extort residents. Authorities said there were at least three minors among the dead.

Mexico's drug cartels have increasingly taken to beheading their victims in a grisly show of force, but Saturday's discovery was the largest single group of decapitation victims found in recent years.

In 2008, a group of 12 decapitated bodies were piled outside the Yucatan state capital of Merida. The same year, nine headless men were discovered in the Guerrero state capital of Chilpancingo.

Acapulco has been the site of fierce battles between drug gangs, and this weekend got off to a bloody start with 27 people killed there from Friday evening to early Saturday, Leyva said.

The dead included two police officers cut down on a main bayside avenue in front of tourists and locals; six people who were shot dead and stuffed in a taxi, their hands and feet bound; and four others elsewhere in the city. Two police officers were wounded when armed men attacked a police post in the city's Emiliano Zapata district.

"We are coordinating with federal forces and local police to reinforce security in Acapulco and investigating to try to establish the motive and perpetrators of these incidents," Monreal said.

The wave of violence in one of Mexico's biggest resorts was condemned by the federal government.

"Reprehensible acts of violence such as these underscore the need to fight with determination against organized crime," a statement from the Interior Ministry said.

At least 30,196 people have died in drug-related violence since President Felipe Calderon launched an offensive against cartels in late 2006.

Also Saturday, authorities said a small-town mayor was found dead in northern Mexico.

Saul Vara Rivera, mayor of the municipality of Zaragoza, was reported missing by family members Wednesday, Coahuila state prosecutors said in a statement. His bullet-ridden body was discovered Friday in neighboring Nuevo Leon state.

There were no immediate arrests.

At least a dozen mayors were killed nationwide last year in acts of intimidation attributed to drug gangs.
