If frozen items are partially melted, slushy, or have any liquid at the bottom of the container, they must meet 3-1-1 requirements." - Breastmilk can be screened either through the x-ray machine "or by hand (the "alternate" screening for medication) which may consist of a visual inspection or a wipe of the container's exterior that supposedly detects explosives."
