Former IRS commissioner's visits to White House become friction point...

Douglas Shulman, former head of the IRS, visited the White House 157 times, according to the public visitor records released by the White House.

In congressional testimony earlier this month, Shulman was quizzed on his visits to the White House. He attributed one visit to taking his children to the annual Easter egg roll hosted by the president and first lady, but said at no point did he talk to anyone at the White House about the agency's tax exempt rules.

"If someone had asked me if I were 157 times, and I wasn't, I would have known the answer, and I would have given that answer," said CNN contributor and Republican strategist Kevin Madden. "And here we are, a week later, and we're still arguing about it."

Democrats say there is fuzzy math at play, that Shulman did not always meet with the president and that meetings were not always at the White House, they could have taken place at the old executive office.

"This is a fabricated debate, just because [Fox News anchor] Bill O'Reilly is raising questions about it, it doesn't mean there's actually anything going on here," said CNN contributor and Democratic strategist Stephanie Cutter.

"The clear question in the mind of the public is going to be, 'Was this kind of differential treatment ordered by anyone beyond the IRS?'" said CNN senior political analyst and editorial director for 'National Journal' Ron Brownstein.

In other words, did the White House order the IRS to target conservative groups seeking tax exempt status?

"The evidence that we have right now, is an Inspector General report which says no, there was no outside influence," said Cutter.

Stephanie "Cookie" Cutter is on the IRS Congressional Committee's radar, and her subpoena is in the mail. We've got months, perhaps years to go on all the current worsening scandals. I'm in no rush. I'm willing to let it all play out day after agonizing-for-Democrats day. And I also enjoy the Jay Carney hot-coal dance every day too much to ever see it end.

I don't get this obsession with "157 times". According to one source, that was over a 3 year period. That's approximately 52 weeks a year, times 3 years, or 156 weeks, rounded some, because it isn't probably exactly 3 full years. But that would be one meeting a week, just about.

Especially with all the financial crises of the last 5 years, I can visualize a CEO talking revenue with his money man once a week.

Except that would have been the Treasury Secretary Geithner, now Lew. They were at the White House 1/3 of the times that the IRS man was. The IRS has nothing to do with making economic policy, just enforcing the tax laws as Congress has written them. They're supposed to be politically neutral....not "his money man".

Routine events like the biweekly health-care deputies meeting would have had a standing list of people cleared to attend, people whose White House appointments would have been logged and forwarded to the check-in gate. But there is no time of arrival information in the records to confirm that Shulman actually signed in and went to these standing meetings.

Yep. Shulman had appointments for 157 meetings, but only signed in for 11. So either he went to only 7% of his appointments at the White House, or the guys at the gate didn't make him sign in.

Now why would they not want him to sign in, do you suppose?

True, it has a bit, but nothing it hasn't done before with various credits, taxes, and document matching with other agencies; for stuff like EITC, collecting SSA and Medicare/Medicaid contributions, taking back child support from refunds, etc. I'd expect most of ACA implementation will be on the Department of Health and Human Services.
